河北省农村劳动力转移培训阳光工程的现状、问题及对策

摘要
2004 年,我国开始实施农村劳动力转移培训阳光工程,这对于解决农村富余劳动力
起到了积极的作用,有利于增加农民的收入、提高农民的生活水平,帮助农民奔向小康
社会。
河北省 2004 年同时启动实施了阳光工程,自开展以来,阳光工程共转移培训劳动
力 730 万人,极大地促进了农民的转移就业,实现了农村劳动力合理有序的流动,增加
了农民的收入。农民外出就业给家庭、子女都带来了一定的影响,造成了一系列的社会
问题,从 2009 年,河北省阳光工程实行转型,主要是由原来的离地离乡转变为离地不
离乡的就业模式,这样对于子女教育、家庭稳定、老人赡养等都起到了积极作用。本文
首先对河北省农村富余劳动力的产生做了阐述,接着论述了阳光工程的运行机制及取得
的成效、存在的问题及解决措施。河北省阳光工程运行过程中主要存在着如农村劳动力
的文化素质低、农村劳动力转移过程中的合法权益难以保障、宣传力度不够、阳光工程
的资金扶持力度不大、培训时间短、培训质量有待提高等问题。针对这些问题,文章还
特别从加大政府责任、提高劳动力的素质、健全社会保障制度、改革城乡分割的户籍制
度、加强小额贷款体系的建设、加大宣传力度等方面做了详细的探讨。通过以上分析研
究与探讨,进一步发挥阳光工程的作用,最终使得阳光工程可以进一步完善,彻底解决
农民就业问题。

In 2004, China began the Sunshine Project about the transfer of the surplus labor, playing
a positive role in increasing rural es, advancing a living standard and helping to an
affluent society
Meanwhile, Hebei Province implemented the Sunshine Project, from the time of its
implementation, it has transferred and trained more than 70 million persons, which
contributed to the farmers employment, enforced the rational and orderly flow of rural labor
and increased a great deal of farmers e. The outgoing of rural labor makes a negative
repercussion to their family, their children, and the whole society in general. From 2009, the
Sunshine Project casted its forms, and made the farmers leave their native place but not their
hometown, which played a positive role in their children education, family stability and old
support. In the first place, this report explains the causing of the rural labor, and then reveals
the operational mechanism of the Sunshine Project, at last, its effectiveness, problem and
settlement. There are a lot of problems in the process of this project, such as the lower
education of the rural labor, guarantee of the legitimate rights and interests, publicity,
