文档介绍:Research on the Sustainability of Cropland to Forest Land Program——From farmers’ behavior angleA Thesis Submitted to Chongqing Universityin Partial Fulfillment of the Requirement for theMaster‘s Degree of AdministrationByDong YaoSupervised by Vice Professor Liu YanSpecialty:Population, Resources and Environment EconomicsSchool of PublicAffairs of Chongqing University, Chongqing, ChinaMarch, 2014重庆大学硕士学位论文中文摘要I摘要从1999年至今,退耕还林工程取得了斐然的成果。随着工程的推进,退耕还林可持续性问题日益凸显。本文从农户行为角度出发,定义退耕还林可持续性的内涵,建立农户效用函数和logistic回归模型,分别从理论和实证上研究退耕还林可持续性的影响因素,并提出相关政策建议。结论如下:(1)若退耕补贴取消,农户的参与意愿则会大幅下降,复耕可能性会增加;(2)大多数农户对工程期满后复不复耕的问题持观望态度,退耕成果的巩固值得担忧。劳动力机会成本高,退耕地坡度大、对生活比较满意,退耕过程中被征求过意见的农户,复耕可能性小;(3)农户对退耕林地的管护仍处于被动状态。是否签订管护合同是影响农户林地管护行为的最重要因素,而劳动力机会成本对农户个体管护行为有很大影响,对集体管护的影响却相对不显著;(4)当前退耕林地收益太少,不能对农户行为决策形成有效激励。并提出政策建议:(1)要使退耕还林的成果得以保持,第二轮退耕还林补偿到期后,须继续延长退耕还林补偿期限;(2)建立和完善生态补偿制度,根据树木成长阶段和其提供的生态效益给予农户相应的补偿金,降低农户经营林地的风险;(3)落实林权证发放到户,培育林权流转市场,加大对农户林业经营管理的技术培训和资金支持力度,以增加退耕林地收益;(4)加大退耕还林过程中的企业参与度和政府领导力,落实林地管护合同的签订。关键词:退耕还林可持续性,农户行为,参与意愿,林地管护,复耕重庆大学硕士学位论文英文摘要IIABSTRACTSince 1999, the Conversion of Cropland to Forest Land Program (CCFP)has madegreat achievement. However, with the program progressing, the sustainability FPhas e increasingly this paper, from farmersbehavior angle, we define the sustainability of CCFP, build up farmer household‘sutility function and logistic model to study the influential factors of the sustainability of CCFP both theoretically and empirically, and finally make some policy suggestions. Theconclusions are as follows:(1) If pensation for reforestation is cancelled, farmer will be much less willing to participate FP and the possibility of re-cultivation will be high. (2) Most farmers‘ are uncertain about re-cultivatingor not. Those withhigh labor opportunity cost, steep slope of conversion land, asked their advice by the forestry sector before the implementation of the projectand satisfied with their lives, are less likel
