文档介绍：西安建筑科技大学硕士学位论文 II 西安建筑科技大学硕士学位论文 III 解决安康市“环境——贫困”问题的法律思考专业:环境与资源保护法学硕士生:邓元杰指导教师:李红梅副教授摘要“环境——贫困”问题是指在贫困地区发生的由于经济行为引起的环境与贫困恶性循环的现象。安康市地处国家贫困连片区之一——秦巴山区,拥有八个国家级贫困县, “环境——贫困”问题突出。在西部大开发及国家深入推广扶贫计划的背景下,如何解决“环境——贫困”问题,实现生态环境效益与经济效益的统一,是安康地区实现经济社会全面发展的重大命题。本文将对安康市“环境——贫困”问题进行建设性探讨。本文遵循演绎推理的逻辑思路,首先对“环境——贫困”问题进行尝试性界定, 力图为本文的研究提供理论支点, 由此提出决定环境与贫困循环趋势的因素。简要分析我国的“环境——贫困”问题,进一步针对安康市的“环境——贫困”问题进行个案研究。由于生存环境约束、发展观念、政策、法治等方面的原因,安康地区“环境——贫困”问题的解决有赖于将政府扶贫政策融入经济发展、环境保护中去,更为重要的是通过推进安康市环境法治进程来解决“环境——贫困”问题。因此, 应当将安康市“环境——贫困”问题的解决纳入环境保护法治化的轨道,强化环境法治观念,完善环境保护相关立法,健全环境执法管理体制。关键字:环境贫困法律西安建筑科技大学硕士学位论文 IV 西安建筑科技大学硕士学位论文 V Legal thinking on solving "Environment -- Poverty" preblem of Ankang city Specialty :Environment and Resources Law Name : Deng Yuanjie Instructor : Lihome ABSTRACT ABSTRACT ABSTRACT ABSTRACT "Environment -- Poverty" is defined that occur in the impoverished area as a result of economic behavior caused by environment and impoverished vicious spiral city is located in national poverty area of Qin Ba Mountain Area, having eight state-level poverty-stricken counties, the "Environment -- Poverty" issue is the great western development and national development to promote poverty alleviation plan in the background, how to solve the "Environment -- Poverty" problem,and realize the ecological environmental benefits and economic benefits, is a significant proposition of economic and social development of Ankang area .This paper will talk about the "Environment -- Poverty" problem of Ankang area.
