摘要虽然,职业安全卫生在其硬件、管理及人的行为规范方面取得了较大成效,但在世界范围内,意外职业伤亡事故的严峻形势仍令人十分担忧。随着科技进步、工业发展和社会文明的要求,本世纪80年代,有人提出安全文化的理论。在国内一些工业企业中,大量的实践证明,安全文化建设是做好职业安全卫生工作的基础,也是大众安全及社区安全的基础。笔者分析了中国安全文化建设产生的背景, 研究了弘扬和传播安全文化的途径,提出了当代人应树立跨世纪的安全科技文化新观点。

Era Background of the Construction of Safety Culture in China
——A Talk on the New Viewpoint of the Culture of
Science and Technology in the 21th Century
Abstract Although significant advancement has been achieved in the aspects of hardware, management and rule of human behavior in the field of occupational safety and health, worldwidely speaking, we are still worrying about the serious situation of the accidental occupational injuries. As a demand of the progress in science and technology, development of the industry and social civilization, the theory of safety culture was put forward in 1980
′s. Wide practice in industrial enterprises in China has proved that construction of safety culture is the basis of occupational safety and health to be well-done, and also the foundation of the public munity safety.
After analyzing the background of the blossom of safety culture construction in China, and studying the route of the development and dissemination of safety culture, new viewpoint of safety science and technology culture that we should have beyond 2000 is put forward.

1 概述
不断提高职业安全与卫生的水平,保护劳动者在生产经营活动中的安全与健康,是当今政府和社会的神圣责任和光荣的义务,也是职业安全卫生工作者为之奋斗的目标和崇尚的伟业。随着工业发展、科技进步和社会文明的进程,对职业安全卫生的需求和标准提出了更高的要求,无论是安全科技界的专家、学者;还是工业界的企业家、安全管理人员都不断寻求新途径,以适应时代的要求,笔者认为,在以下三方面取得了成就:
1) 改善安全硬件的特性和功能:改善物(指广义的物:机械、设备、仪表、工具、生产资料等)的安全状态,即从设计、制造、应用方面提高设备、机具、工艺的安全性和可靠性;
2) 规范人的安全行为:提高劳动者的安全生理特性、安全心理素质以及对社会环境的科学适应能力;
3) 完善安全管理体系:调节人与人、人与物、物与物间的关系,达到安全、系统与匹配。
不难看出,在控制人、物、管理的安全理论与实践方面,取得了很大的进展,但根据国际劳工组织最近的统计表明,全球每年因工死亡人数高达110万。而全国每年也至少有10万人在意外事故中丧生(包括交通事故),世界范围内的意外死亡人数达350万。特别是高新技术应用的风险、工业生产与开发的风险、人民追求高质量的生活及生存面临的风险,对人类的安全与健康又构成了新的潜在威胁。因些,迫
