文档介绍：摘要国有企业是我国国民经济的支柱。我国国有企业改革自1978年以来,一直是社会关注的焦点。国有企业的现有问题不仅源于产权制度的缺陷和政企不分的影响,以及山此导致的经营机制僵化,而且源于国有企业战线太长,布局太散,与市场经济体制下国有经济的应有作用不相适应等多方面的原因。目前,深化改革面临两方面的重大课题:一是国有经济结构调整和优化,即国有经济战略性重组:二是国有企业经营机制转换和优化,即建立现代企业制度。而完成这两大课题的基本前提,就是要建立新型的国有资本运营管理体制。这是深化国有企业改革的制度保障。党的十六大报告指出:“继续调整国有经济的粕局和结构,改革国有资产管理体制,是深化经济体制改革的重大任务。在峰持国家所有的前提下,充分发挥中央和地方两个积极性。国家要制定法律法规,建立中央政府和地方政府分别代表国家履行出资人职责,享有所有者权益,权利,义务和责任相统一,管资产和管人、管事相结合的国有资产管理体制。”这是本文构建新的国有资产管理体制的指导思想。本文客观分析了我国国有资产及其管理体制的现状和问题,并与市场经济国家、发展中国家及经济转轨国家的国有经济现状进行了比较。运用现代西方产权理论、委托代理理论等基本原理,对国有资产的产权特性、产业定位及国有资产的委托代理结构进行了研究,提出了我国国有资产规模和结构调整以及建立新的国有资产管理体制的总体思路。同时,本文还运用分析评价委托代理结构有序度的熵模型,对地方政府国有资产管理体制的模式选择进行评价判断,提出地方政府建立新的国有资产管理体制的具体构想:。关键词:国有资产国有资产管理体制改革模糊评价熵模型 Abstract The state sector controls theIifelineofthe national 1978. thesteady progress has been made inthereform of state—owned enterprises.
