文档介绍：山东农业大学硕士专业学位论文中文摘要农业技术推广是科技成果转化的主要手段,是联系农业科技创新系统和农业科技接受系统的桥梁,与农业科研开发创新同样重要。基层农业技术推广体系是直接面向农民,为农民提供技术服务的重要机构,是实现农业增效、农民增收的基础力量,代表着广大农民的利益。加强基层农业技术推广体系的建设,对破解当前“三农”问题作用重大。泰安市基层农业技术推广体系管理是条块结合,以块为主。全市所辖 81个涉农乡镇均设有农技站,配合市、县两级农业技术推广站的相关工作,具体负责本乡镇的农业技术推广工作,为泰安市的农业技术推广、农民增收,经济发展做出了积极贡献。但目前泰安市农业技术推广组织的现状因受历史、地域等诸多方面的影响,相对于泰安经济的快速发展和新农村建设的要求来说,还存在许多不和谐的因素。本文通过泰安市的实地调查,总结了泰安市农业技术推广体系发展的状况,分析了存在的制约因素:农业技术推广机制存在不协调因素;农业技术推广服务内容有待完善;农业技术推广人员待遇较低、专业结构有待优化;农业科研、农业技术推广与生产实际存在一定脱节。通过总结美日等国农业技术推广体系建设的先进经验,并结合泰安市实际,提出了完善泰安市农业技术推广体系的建议:要加大政府农业技术推广支持力度;改革乡级农业技术推广站管理体制;完善项目经费投入机制;逐步形成多元化的农业技术推广组织与投融资机制;分流非技术推广人员;充分发挥高校、科研单位优势;进一步提高农业技术推广人员业务素质。这对于推动乡镇农业技术推广机构改革,完善泰安市农业技术推广体系具有重要的现实意义。关键词:泰安农业技术推广体系基层制约因素泰安市农业技术推广体系问题研究 Abstract The agricultural technique extension very important forthe development of thesystem ofagriculturaltechnique extension inthecounty and thetown plays akey roleof theconstruction ofagriculturaltechnique extension. There is allofficeinevery town ofTai’an which duty is topopularise theagricultural technique and cooperates withthedepartments ofagricultural technique extension belong offices make acontribution totheextension ofagricultural ,there ale stillsome problems inthesystem ofagricultural technique extensionin%’an due tosome obstacles. Through theinvestigation,the thesisgenerally introduces the situationand arlalyses theproblems ofthesystem ofagriculturaltechnique extension inTai’,the mechanism andthe content ofagriculturaltechnique extension needtobeperfected;the e of thestaffforagricultural technique extension islower;the connection between agricultural research,agricultural technique extension andproduction activity is notvery the end ofthepaper,we summarise theexperiences ofthe agricultural technique extension ofAmerica andJapan,and give some suggestions toperfea the system ofagriculturaltechnique extension which base on theactual situationofTai’an. Our advices are asfollows。Fir
