文档介绍：摘要摘要随着丰城市经济的发展和城市化、工业化进程的加速,丰城需要大量征用农村集体土地,其原有的征地补偿标准已不让失地农民获得长期的生活保障,这关系到社会稳定及可持续经经济发展的民生问题。为强化征地管理,改进和完善丰地市的征地补偿工作,维护好被征地农民的权益,促进丰城社会经济的可持续发展,根据“征地补偿,同地同价”原则,确定了此次征地补偿标准测算的研究。本次征补偿标准测算的研究是以实践科学发展观为指导,准遵循上下结合、集中调查、测算验证、区域平衡的技术路线,即在统一年产值测算范围内,以乡镇为调查单位,综合区域内的地形地貌、经营水平等因素,采集各类相关数据,划分区域,经分析验证,确定各区域内的主要地类、主导耕作制度和主要农作物;在调查主要农作物产量与价格的基础上,以区域主要农作物产量、价格及相关附加收益为依据初步确定市及各区域的征地统一年产值标准和补偿倍数;再对市统一年产值标准进行相邻市(县)平衡与省内平衡后, 确定区域统一年产值标准,并确定各区域的补偿倍数,最终形成征地补偿标准。通过计算得出,丰城市统一年产值为20324元/公顷,比2006年的17890元/公顷,提高了 %;征地补偿倍数由2006年的16倍提高至17倍;征地补偿标准为345508元/ 公顷,比2006年的286240元/%。其征地补偿标准明显优于以前补偿标准,对当前加强征地补偿安置工作具有重大的现实意义。这次征地补偿标准测算成果的出台,完善了丰城市征地补偿机制,消除了丰城市征地补偿标准混乱局面,避免了征地补偿的人为因素和随意性,增加了补偿标准的直观性,起到了规范政府的征地行为。通过测算,提高了丰城市的征地补偿标准,维护了农民的权益,保证了农民生活水平不降低。实现了同地同价的要求,避免了农民因补偿价格不同而造成的心里不平衡,保障了丰城市经济发展和社会的稳定。关键词:征地补偿标准统一年产值土地产权 Abstract Abstract Cogent: With economic development and urbanization,and the acceleration of the industrializationprocess ofFengcheng CitY,itrequires alotoflandacquisition ofthe rural pensation standard can’tguarantee the landlesspeasants’long-term life,which isrelated tosocialstability,sustainable economic development,and livelihoodissues.
