文档介绍：摘要天津作为国家历史文化名城,其历史文化最真实的载体就是历史文化街区。这些历史文化街区延续着天津的历史,传承着城市文脉,展现着天津城市历史发展过程中的一些断面。然而,由于人们保护意识的滞后和保护管理的不到位,许多历史文化街区在风雨侵蚀和大规模城市开发建设中加速损毁和消失。如何加强历史文化街区建设活动中的规划管理,有效的保护城市历史文化资源,始终是我国遗产保护中面临的一个难题。为此,本论文从历史文化街区的保护规划管理入手,首先借鉴国内外城市在历史文化街区保护管理中的经验长处,然后通过与城市规划管理体系的对比分析,提出历史文化街区保护规划管理的特殊性和管理的原则、目标。在上述分析的基础上,进一步得出保护规划管理体系的架构,即包括管理组织体系、运行体系和保障体系三个部分。在已有的管理体系下,结合天津市历年来的管理经验,及近期编制完成的 14片历史文化街区保护规划,论文从组织管理机构、规划编制、保护实施模式及现有的法律法规保障等几个方面综合分析了天津市历史文化街区的管理现状, 指出天津市在历史文化街区保护规划管理中面临的困惑和难题。论文在最后提出了完善天津市现有管理体系的一些措施。主要包括建立统一协调的主管部门,明确各相关管理机构的职权,加强行政与技术部门的合作等: 完善地方性法律法规和保护规划的编制,特别是增加保护规划的实施细则及管理导则等,以使规划与管理更好的结合;同时还包括在公众参与、资金保障以及对公众宣传教育等方面的措施建议。关键词:历史文化街区保护规划管理体系管理模式 ABSTRACT As a famous historicaland cultural city ofthe best carrier of Tianj in’Shistory and culture isitshistoricalconservation continue the history ofthecity,transfer thecity’Sculture,and show USsome moments ofthecity’S ,people’S protection consciousness islagged,and the protection management is not SO historical conservation areas are destroying and disappearing faster and fasterby weathering and sweeping development tostrengthen theplanning management and protect urban historicaland cultural resources effectively,along the construction ofthe historical conservation area,which isalways adifficultproblem China’Sheritage protection should face.
