文档介绍:摘要资产评估在中国尚属于年轻的行业,至今发展仅有二十多年的历史,但是它已经深入到国民经济的诸多领域,服务范围逐步扩展,在推动中国社会主义市场经济体制改革、建立和完善资本市场、保障各类资产主题权益、维护社会主义市场经济秩序等方面发挥着不可替代的作用。但是,通过研究发现国外资产评估行业更为关注的是负责评估的资产评估师的专业背景、相关业绩、综合解决问题的能力等。因此,对资产评估行业发展来说,培养和选拔优秀的评估人才是整个行业发展的动力和核心。由于我国资产评估行业是在市场经济体制改革中涌现出来的新兴行业,虽然以注册资产评估师考试制度为代表的选拔方式已经实行多年,但整个选拔制度尚不完善,选拔方式和选拔程序需要进一步的改革,缺乏一个完备的、适应行业发展需要的人才选拔制度。因此,为了提高资产评估队伍的整体素质和执业水平、保证资产评估行业健康发展, 必需改革我国资产评估行业人才选拔体制。本文全面总结了我国资产评估行业人才选拔制度的发展历程,分别从选拔制度中的选拔标准、选拔方式、选拔程序三个方面对我国资产评估行业人才选拔现状、国外资产评估行业人才选拔经验做法进行了梳理,总结出当前我国资产评估行业人才选拔制度存在的问题,并制定出的资产评估行业人才选拔制度的设计要求。基于以上分析形成了我国资产评估行业人才选拔制度改革的总体思路。最后根据分析结果拟定了资产评估行业人才选拔制度改革方案。关键词:资产评估行业人才;选拔制度;改革;方案 The Research on theRearm ofTalents Selection System inAsset Appraisal Industry ofChina Abstract With ashorthistory ofmore{han twenty years inChina,the property appraises industry rated intomany economical activities,andplayed an important rolein promoting political and economical reforms,establishing capital market,safeguarding capital rights,and maintaining theorder foreign asset evaluation industry are plishments and theabilitiesofthe ofmarket study shows thatthe more concerned with thebackground,the Certified Public Valuer who take 仃ailling and selecting thefineCertified Public Valuer isthe crucial drive for thewhole anewborn industry however,there have been many faults intheselecting sVstem,though theexamination system,a typical selecting mechanism,has worked tor ,a reform oftheselecting system in asset evaluation industry protessionals isneeded toboost thereliability ofthestuff,toupgrade thecapability of theindustry,and to assure ahealthy development.
