文档介绍：摘要改革开放以来,招商引资伴随市场经济的产生、兴起、发展,逐渐被地方政府认识到是一条投资少、见效快的捷径,因而高度重视,竞相出台招商引资优惠政策,加大招商引资力度。但各地政府为扩大招商规模、提高招商实绩,在制定出台招商优惠政策时互相攀比,力求通过更优于其它地区的政策吸引客商。但是随着一些问题的暴露,以及一些不合理的政策导致招商优势资源的极度浪费,近年来,地方政府逐渐意识到建立一套科学完善的招商引资公共政策十分必要。对地方政府在开展招商引资中提供的公共政策进行研究,有助于促进地方政府转变工作职能,规范招商引资行为,避免地方政府招商引资的盲目性、随意性,使招商引资具有科学性、合理性,确保地方经济健康、快速、和谐发展具有十分重要的意义。本文分四个部分进行论述。第一部分绪论。主要是从研究背景及选题来源、国内外相关研究综述、关键词基本概念界定、研究的目的和意义、研究的思路和方法、研究的主要创新点等六个方面进行阐述。第二部分我国招商引资政策综述。主要对国家经济中利用外资情况及利用外资政策进行概述,并在此基础上对区域经济中招商引资政策加以分析。第三部分铜陵招商引资政策综述。这部分首先阐述了铜陵市经济社会发展情况和招商引资发展情况,接着结合铜陵实际情况,运用第二章的招商政策相关理论对铜陵市招商引资政策加以分析。第四部分铜陵市招商引资政策的创新与完善。主要是从完善现行政策的目标和总体思路、建立完善的政策过程机制、出台铜陵招商引资优惠政策等三个方面提出具体对策。本文的主要创新处在于:对现行政策做评价,尤其是剖析现行政策的不足和存在问题,并对铜陵招商引资政策提出创新和改进的对策。关键词: 招商引资公共政策利用外资 Abstract In recent years,Ⅵ矗th theemerging,rising anddevelopment ofthemarketeconomy, localgovernments have regarded investment invitation as ashortcut ofdeveloping.
