文档介绍：内容摘要目前关于政府采购的研究理论相对成熟,但是从绩效评估的角度来研究政府采购绩效评估的理论还处于萌芽状态。现有的政府采购绩效评估研究正从初步的问题分析、解决措施的角度,逐步向政府采购绩效评估指标设定、方法研究探索。本文力图综合政府采购绩效评估研究现状,梳理政府采购绩效评估的基本理论, 构建一个相对完善的政府采购绩效评估体系。本文共分为三部分: 第一部分,基本理论阐述部分。首先分析政府采购制度的内涵,综述政府采购制度的内容和程序。针对国情分析阐述政府采购制度运行中存在的问题,从而提出用绩效评估的方法来解决政府采购制度运行中的问题。其次通过综述政府采购绩效评估的内涵,阐述政府采购绩效评估的特点,论证实行政府采购绩效评估的可行性。第二部分,政府采购绩效评估研究现状。初步探索政府采购绩效评估的理论和实践现状,归纳总结现行政府采购绩效评估的特征,并针对存在的问题进行理论上的分析探索。第三部分,构建与完善政府采购绩效评估体系。首先梳理构建政府采购绩效评估体系的基本理论,指出在构建政府采购绩效评估体系时,指标设计是关键。其次本文着重对政府采购绩效评估指标设计进行初步探索,试图从多个角度设立相对完善的政府采购绩效指标体系。关键词:政府采购;绩效评估;指标体系 Abstract Theories concerning government procurement studies are nowadays relatively ,those theories from theperspective ofperformance evaluation are existing studies onperformance evaluation ofgovernment procurement have gradually changed theirperspective frombasicproblem analysis and solution proposition toindex settingandmethodological paper attempts toanalyze current studies on performance evaluation of govemment procurement,to systemize basictheories concerned and tobuild arelatively sound performance evaluation system ofgovemment procurement. Thispaper posed ofthreeparts: The firstpartpresents areview of basictheories related author analyzes the notion of government procurement system and summarizes ponents andprocedures response totheexistingproblems inthe operation ofthissystem,this author suggestsperformance evaluation as asolution. This author alsoargues forthefeasibility ofperformance evaluation ofgovernment procurement through areview ofthe notion and characteristics ofgovemment procurement The second part focuses on current studies on performance evaluation of government authortentatively explores thetheories ofpractices of theexisting performance evaluation ofgovernment procurement,summarizes its characteristics,and conducts theoretical explorations inlight oftheseproblems. The third part involves the construction and improvement
