文档介绍：摘要山西省新农村建设中农村干部素质问题研究~以娄烦县农村干部为例新农村建设是我国社会主义现代化建设中重要的组成部分,在加快城市化、现代化进程,全面建设和谐社会的新形势下,新农村建设的地位日益凸显。农村干部素质如何很大程度上影响着农村建设能否顺利开展并取得进展,因此,高度重视并努力提升农村干部素质在新农村建设中具有十分重要的意义。与其他领域相比,新农村建设有一定的特殊性,其干部素质要求也会有所不同。新农村建设要求农村干部是干事创业的发展型干部,是与时俱进的学公正民主型干部。当今,山西省农村干部素质从整体上来说都能认真饯行科学发展观,党的发展路线,方针政策。严格依法办事,务实求真,公道正派,大部分干部运用社会主义市场经济体制,切实为群众谋利益,积极引导现代农业发展,全力做好民生工程,并能自觉推进政务公开,在群众中威信较高。但是,当前山西省农村干部素质和能力方面也存在不少问题,主要有:文化程度偏低、部分干部工作能力较差、部分村级干部不团结、惠农政策执行不到位、个别村干部出卖集体资源、非法违规组织生产、贿选现象造成以权谋私、村干部离岗现象严重等。这些问题的产生,既有干部选拔机制缺陷,又有农村干部学习培训机会少,还有农村家族势力不良影响等因素造成的,针对这些问题,我们应该采取如下措施努力提升干部素质:严格规范选举制度,确保高素质有能力的人担任村干部、建立干部培训机制,促进干部能力与时俱进,不断提升、强化村务公开,财务公开制度,确保干部公平公正、完善监督制约机制,加强干部队伍作风建设、提高基层干部待遇,强化激励机制。只有这样,才能切实提高农村干部素质,才能推进新农村建设顺利开展,并取得成效。关键词:新农村干部素质干部教育原因分析山西省新农村建设中农村干部素质问题研究一以娄烦县农村干部为例 Abstract The new rural construction iSthemost important part ofChina’Ssocialism modemization status of the new ruralconstruction has been increasinglyoutstanding inspeeding up theprocess ofurbanizationandunderthenew situationofthebuilding theharmoniOUS quality ofthe rural cadres influences to a great degree whether t11erural construction Can essfully andmake ,attaching greatimportance and making great effortstoimprove tllequality of ruralcadres have profoundsignificance inthenew ruralconstruction. ’11 new ruralconstruction hassome pared withother fields. thUScadrequalityrequirements would new ruralconstructionasks fordeveloping cadresthatCan dosolidwork anddo innovative cadresthat can keep pace withthetimes,theservicing cadresthat can beselfless dedication,and democratic cadresthatCan befairandbalanced.
