医用耗材集中采购模式的探索研究

摘要
伴随医疗技术的发展,医用耗材在疾病诊断和治疗过程中发挥着越来越重
要的作用,尤其是植入类的高值医用耗材直接影响着患者的生存质量。在当前
药品价格虚高问题备受瞩目的同时,我们注意到医用耗材的产品价格同样存在
严重的虚高问题,这直接促成了“看病贵”现象的产生。而且,由于医用耗材
的规格型号和性能参数更为复杂,缺乏统一的质量及应用管理标准,这给产品
定价环节、医院采购环节和临床使用环节的指导和监管带来了难度。同时,由
于我国在植入类高值医用耗材方面需要借助大量进口,中间流通环节过多,使
得医用耗材在价格控制和流通环节存在着更为严峻的问题。
本文以患者、医疗机构、企业的利益诉求为出发点,分析价格虚高和流通
混乱的原因及对各方产生的不利影响,从而引入并阐述实施集中采购模式,对
在抑制医用耗材虚高价格和控制流通秩序方面的必要性和初步成效。更为重要
的是,注重观察目前集中采购模式的发展现状,总结借鉴国内外集中采购模式
的成功经验,分析发掘进一步深化发展集中采购的问题和阻力,在运行机制和
外部环境优化方面提出具体解决方案。让集中采购从目前的行政干预手段,逐
步转化为供应链的内部调节机制。体现继续探索发展集中采购模式对于当前的
医用耗材供应链改善运营效率、优化结构组成的现实意义,展现根本解决“看
病贵”难题和有效管理流通秩序方面的价值所在。

Abstract
With the development of medical technology, medical supplies are playing an
increasingly important role in the course of disease diagnosis and treatment,
especially the high-value implanted medical supplies directly affects the quality of
patients’ life. In the current issue of virtual-high drug price, we notice that the same
problem also exists in the prices of medical supplies, which directly leads to the
phenomenon of “expensive medical services”. Moreover, the plex
specifications and performance parameters of medical supplies, as well as the lack
of management standard of uniform quality and application bring difficulty for the
guidance and supervision of product pricing link, hospital purchasing link and
clinical use link. Meanwhile, China needs a large amount of implanted medical
supplies import, with too much links in the circulation procedure, resulting in the
more serious problem in the price control and circulation of medical supplies.
Based on the interest demand of patients, medical institutions, and enterprises,
