文档介绍：摘要摘要 lIllllIIII Y27821 72 迄今为止,我国的海洋生态补偿技术体系尚未建立,尤其海洋生态补偿标准这一关键技术问题亟需解决。海洋生态补偿标准的确定是构建海洋生态补偿机制的关键技术问题。本论文拟通过合理评估填海造陆的生态损害,构建基于生态系统服务价值损害的填海造陆生态补偿标准,结合利益相关者和公众参与分析,最终确定比较科学合理的海洋生态补偿标准,并以江苏围填海区域性用海为例开展实例研究,以期为我国填海造陆的生态补偿管理提供技术参考依据。本论文采取理论分析与典型区域研究相结合的方法。在对相关研究资料的整理、分析与提炼的基础上,进行填海造陆对海洋生态系统影响及其服务价值的评估方法研究,构建基于生态系统服务价值的海洋生态补偿标准技术体系,并开展江苏岸段滩涂生态补偿标准技术实例研究,制定海洋生态补偿基准价,并根据不同用海方式对各项生态服务功能的影响程度,以及各项生态服务功能所占比重, 结合利益相关者和公众参与分析,确定不同用海方式的生态补偿修正系数,构建海洋生态补偿评估模型。关键词:海洋生态补偿海洋生态系统生态系统服务价值围填海区万方数据东南大学硕士学位论文 Abstract So far,our country’S Marine pensation system has not yet been established,especially pensation standard is acriticaltechnical problems need tosolve.
