摘要
在全球外汇储备累积的过程中,中国无疑扮演了最重要的角色。对于我国外
汇储备管理的相关问题进行研究具有重要的理论和现实意义。在我国外汇储备高
速累积的背景下,我国货币当局必须面对的一个最具挑战性的问题是——如何管
理和运用规模如此庞大的外汇储备?
如何变革现行的外汇储备管理方式,是我们需要解决的问题。从我国“巨额
外汇储备”的基本国情出发,是解决问题的关键。对国外外汇储备管理实践的深
度分析,有利于我国借鉴国际经验,建立符合国情的外汇储备管理模式。在此基
础之上,我们可以借鉴相关理论与实践经验,通过对我国实际情况的分析,来提
出有针对性的建议和措施。
本文正是基于此,首先论述了外汇储备概念及理论,在阐述我国外汇储备形
成原因的基础上,分析了我国高额外汇储备的影响,然后介绍了国外外汇储备管
理成功经验对我国的启示,最后有针对性的提出了加强我国外汇管理的措施建
议:一是对人民币汇率的灵活性进行扩大,对人民币汇率形成机制进行完善。二
是通过对过量外汇储备的合理利用,争取创造最佳的经济效益。三是优化资本项
目的管理措施,人民币资本项目下的外汇交易进行逐步放开。四是国内尽快设立
专门外汇操作机构,制定专门的外汇储备管理的法律法规。五是为人民币成为国
际储备货币创造有利条件,促进外汇体制的深入改革。旨在为我国外汇储备管理
实践提供指导,对于相关领域的理论研究也能起到抛砖引玉的作用。

Abstract
Accumulated in the global foreign exchange reserves, China has undoubtedly
played a most important role. For China's foreign exchange reserve management issues
related to research study has important theoretical and practical significance. At
present, China's foreign exchange reserves has been excessive, improve foreign
exchange reserve management, not only help to deepen understanding of foreign
exchange reserves, but also to implement hierarchical management of foreign
exchange reserves. China's foreign exchange reserves accumulated in the context of
high speed, China's ary authorities have to face a most challenging question is -
how to manage and use such large-scale foreign exchange reserves? Rock hills can be
jade. Foreign exchange reserve management practices of foreign-depth analysis of
international experience in China is conducive to the establishment of national
conditions of foreign exchange reserves management.
