文档介绍：上海大学硕士学位论文摘要政务公开是社会主义民主政治建设的一个重要方面,社会主义法治国家建设的重要环节,制约权力防止***的重要措施,因而对我国当前的政治经济发展和行政改革具有重要意义。西方发达国家自20世纪60年代起就相继建立了政务公开制度。但是由于我国经济、文化发展水平较为落后以及长期封建专制思想的影响,民众及政府官员的政务公开理念还比较陈旧,政务公开的法制探索还比较落后。中国目前面临着建设社会主义政治文明、建设社会主义法治国家、构建和谐社会的目标和任务,面临着加入WTO,走向全球化、国际化的外来压力和国内信息化、民主化等社会力量的推动,中国民众的思想和政府官员的管理观念都发生了巨大的变化。知情权、信息公开、透明运作的呼声越来越高,政务公开便成为时代的主题。探讨政务公开的内涵,深刻分析近几年我国政务公开发展过程中所存在的问题及原因,总结国外在政务公开方面的特征、规律,借鉴其有益成果并探索性地提出完善我国政务公开的应对之策是本文的主要努力方向。全文由四个部分组成。第一部分是我国政务公开的基本理论,分别从政务公开内涵的界定,政务公开的理论基础,政务公开产生的背景分析以及我国政务公开的特点和推行政务公开的重要意义这几个方面进行了论述。第二部分着重分析了我国政务公开的现状以及现实中所存在的问题及其深层次的原因。。第四部分针对我国政务公开中所存在问题,在借鉴国外政务公开发展的特征和规律的基础上,具体地提出了完善我国政务公开的各项应对措施。但是本人自感对于完善政务公开制度的所提出的具体建议还略显稚嫩,这是文章的不足之处。敬请各位专家批评指正。关键词:政务公开知情权权利救济机制 V 上海大学硕士学位论文 ABSTRACT Politicalaffairsopen iSregarded as one necessary part ofsocialist construction ofthe avitalmeasuIe torestrictpower and toprevent corruption ofthe WOuld have great effect on china’S political and economic development and administrative reform.
