文档介绍：湖南大学硕士学位论文“网络问政”现象研究姓名:谭星申请学位级别:硕士专业:行政管理指导教师:黄大熹 20110903 “网络问政”现象研究摘要网络对于世界而言都是一个新事物,对于我国而言,网络问政也刚刚兴起。如何运用好这一媒介来更好地掌握民情、引导民意,从而促进政府决策更加民主、科学、高效,推动当代中国民主政治建设,还是一项极其艰巨的任务。网络问政在促进政府执政理念转变、提高政府执政效能等方面发挥积极作用,但是面对复杂的网络世界,如何引导、规范网络问政,有效地利用民意,实现网络问政的持续健康发展,推动我国民主政治发展已变得异常重要。目前,作为刚刚起步的网络问政,发展中存在诸多问题,如,我国网民在年龄、学历、职业、城乡等结构存在失衡;网络资源分布不均衡即数字鸿沟:网民的非理性情绪宣泄甚至网络暴力行为;政府的回应性不强等阻碍网络问政良性发展的问题。在概述网络问政的广度、深度以及效度的基础上,找出网络问政中存在的这些问题及其问题存在的成因。成因主要有:经济发展的不平衡,法律监管的缺位与网络监督的乏力,网络本身的双刃性特征,非制度化的网络问政。为此, 我们应该从观念上更新转变、制度上保障实施、技术上改进完善一不断适应网络问政的发展。具体而言:努力提升网民理性问政意识,如公共理性精神、公民主体意识;增强网民宽容、妥协等方面的问政能力;政府通过培养意见领袖、充分发挥主流网络媒体的作用等措施积极引导网民问政行为;最后,构建网络问政发展的长效机制,如政府网络问政回应机制、网络舆情管理机制、网络实名制、网络发言人制度等。关键词:网络问政;评价标准;双刃剑 Abstract work is arelatively fresh thing around thewhole world and"online political consultation”is rising ,it has e an extremelv formidable task as tohow toapply thismedium toknow betterpeople,s wellbeing and channel people’ doing thiswell can thegovernment beable toadopt wise,democratic,scientific and highlyefficient decisions so as topromote China,s democratic and political construction inmodern online interrogation on political issues izens hasplayed an increasingly positive role inadvancing the transformation of the governance concepts and greatly enhanced the governing ,confronted by the work space,there are an amazing number ofimportant problems as forthedemocratic development in China such as how toleadand regulate izens’online political consuItation and how to make use of people’S good ideas to achieve the sustained and healthv development of“online political consultation”.
