创建安全社区确保奥运平安

【摘要】朝阳区作为北京奥运主场,肩负着繁重的安全保障工作。按照“举办奥运,稳字为
先”的工作思路,朝阳区把“平安奥运”作为成功举办奥运会的首要任务,作为安全社区创建
的关键目标。文章介绍了朝阳区创建安全社区、确保奥运平安工作的一系列举措。奥运会
举办前后,全区各种力量和资源的整合达到了最佳状态。通过有效整合各方面的信息和资
源,灵活运用多种手段,形成了全方位、多层次的社会面立体化防控新模式;建立了一整
套以有效化解矛盾为基础、以确保重要敏感时期安全为目标、以重点人群防控为措施、以
应急响应系统为保障的地区维稳工作模式;探索形成了超大型活动期间指挥调度、安全保
卫、外围保障,以及应对各种突发事件的工作运行模式。

Abstract: As a main place for Beijing Olympics, Chaoyang District undertook a heavy task of
safety guarantee. According to the working guide of “Safety Priority to Hold the Olympics”,
Chaoyang District considered “Peaceful Olympics” as its major task to essfully hold the
Olympics and the key target of munity building. This paper introduced a series of
measures in munity building to ensure peaceful Olympics. Before and after the Olympics,
the integration of all the forces and resources in the whole district reach a best status. Through
effective integration of all information and resources and feasible application of various methods,
prehensive and multiple new prevention and control mode was formed and a set of stability
