摘要

轻型直升机在国民经济发展中发挥着不可替代的作用,使用直升机
进行通用航空作业已广泛应用于国民生产的各个领域,如农林喷洒、航
空摄影、管线巡检、航空护林等。但是,由于长期计划经济体制和政策
影响,直升机通用航空一直没有获得与民航同样的发展机会和程度。本
文以上海西科斯基飞机公司为例,就其开拓通用航空业务的战略管理思
路及其实施方法进行了探讨。上海西科斯基是在近几年涌现的中外合资
的直升机公司,和其他所有国内同行一样,都面临着直升机应用行业环
节的完善。本文对该公司开展通用航空业务所进行的发展战略研究,希
望能够为国内直升机企业乃至其他轻型直升机企业在今后经营过程中实
施战略管理提供一种有益的思路。本文在总体结构上遵循了经典的战略
管理研究方法,即从企业内外部环境分析入手,根据环境分析的结果制
定企业宗旨和战略目标,并将这个目标进行细化,构建企业的职能战略,
最后围绕这些战略目标建立相应的战略实施措施和控制手段,以保证企
业战略管理的顺利执行,并保持与企业环境的变化相适应。

GENERAL AVIATION OPERATION FOR
LIGHT HELICOPTER ENTERPRISES

ABSTRACT

Light helicopter plays unique role in the development of national
economy. The helicopter has widely proven its value in many diverse
applications including Ag spray, aerial photography, line patrol, aerial
forestry protection etc. However, the general aviation has not equal
opportunity as civil aviation. This paper analyzes the strategic management
of general aviation business for Shanghai Sikorsky pany as the
example. Shanghai Sikorsky is one of the Joint Venture of helicopter
company in China in recent. Integration of the helicopter operation system is
the key for the enterprises as Shanghai Sikorsky. This paper provides a
direction for the strategic management of general aviation business for the
helicopter enterprises in China. With inner and exterior environment analysis
