文档介绍：摘要新型农村合作医疗制度是由政府组织、引导和支持的农民医疗互助共济制度,是农村医疗保障制度的最主要形式。建立新型农村合作医疗制度,是保障农民健康,统筹城乡和经济社会协调发展,全面建设小康社会的重要举措。随着农村经济体制改革的深入,构筑健全完善的农村社会保障体系显得更为紧迫。新型农村合作医疗制度作为一种体制创新,没有成熟的经验和模式。经验匮乏,需要在实践中不断完善,积极做好试点工作。山东省柏林镇是新型农村合作医疗试点乡镇之一,也是我国经济欠发达地区,探索一条行之有效的合作医疗管理模式,是当地经济、社会发展的需要。笔者采用理论应用和调查研究的方法,主要通过对柏林镇新型农村合作医疗制度运行效果、管理模式、运行机制等方面从公共管理角度进行了分析整理,总结了新型农村合作医疗制度在当地的试点过程中存在的问题和不足,主要包括以下几点:对合作医疗制度认识水平不统一、保障水平不高,城乡差距明显、资金的筹集不尽科学且缺乏积累以及组织管理和监督方面的不足。在以上研究的基础上,笔者提出进一步完善柏林镇新型农村合作医疗制度的建议,也希望通过本次调研,能够为其他经济欠发达地区新型农村合作医疗制度的研究提供一些有参考价值的资料。关键词:农村医疗保障,合作医疗,农民健康 Abstract The new patterncooperative medical system farmers’medical mutual helping anized, guided andsupported by localgovernment,which thesupreme executive form ofcountry medical-care theflewpatterncooperative medical system agreat measure toinsurethe health condition ofthefarmers,enhance theharmony ofthedevelopment between citiesandcountries and build ourprosperous theincreasing economic development,to build amore perfect social jnsurance system appears much more important.
