文档介绍：中文摘要 20世纪90年代以来,随着我国社会主义市场经济的深入发展和社会结构转型的加速,城市贫困群体的人数也在扩大,这对构建社会主义和谐社会提出了严竣挑战。如何妥善合理地解决城市贫困闻题,建立一种具有中国特色的覆盖城市居民的社会保障制度,是实现经济社会协调发展、促进社会公平和正义的重要闯题。尽管作为一个社会制度体系,社会保障的对象是全体公民,并不只是面向贫困群体昀一种制度安排,但是社会保障制度与贫困群体的社会保护之间存在着内在的紧密联系。其中社会救济制度作为社会保障体系中最底层的一道“安全网", 则直接面向社会贫困群体,以保证他们的最低生活需要。而社会保险制度是通过对劳动者及其家庭提供基本生活保障,保护这部分社会成员免于沦为贫困者。本文在总结学术界关于贫困理论和社会保障制度历史由来的基础上,分析了我国城市贫阉人口形成的原因、现状和影响。在借鉴美国利用社会保障制度缓解城市贫困的经验之后,提出了建立和完善我圜城市贫困人口的社会保障制度的对策。本文指如:尽快建立综合型的城市救助系统,包括进一步完善城市詹民最低生活保障制度、城市廉租房政策,建立城市贫困人口疾病医疗及教育救助制度; 迅速、全面推进养老、失业、医疗等社会保险制度建设;发展慈善事业弓|导社会力量分担政府责任的同时,要积极推进再就业王作,完善再就业服务体系。关键词: 贫困中国城市贫困入口社会保障制度社会救助 Abstract With the furtherdevelopment ofmarket economy and changes of socialstructure,thepoverty incitieshasbeen alloutstanding problem, which makes up agreatchallenge forthe construction ofharmonious todealwith thisproblem and setup aparticular Chinese Townsman Social Security System isvital to realize harmonious development ofeconomy andpromote socialfairnessandjustness. As asocialsystem,social security faces ”¨,social reliefsystem which isinthebottom ofthesocialsecurity system gears tothepoverty colonies and ensures theirbasicliving needs。 However,the system ofsocial insurance does not meet theneeds of poverty colonies,but offersthe basic livingguarantee tolabourers and families inorder toprotect ing poverty colonies. On the basisoftheconcept ofurban poverty and thehistory ofsocial sectmty system,this paper analyzes the formation reasons,current situation and influence theexperiences of using socialsecuritysystem torelievepoverty inUSA,this articleputs forward the feasiblecountermeasures ofdeveloping the socialsecurity system ofOUrcountry such as settingup prehensive city relief system as soon aspossible;developing aged people,unemployment, medical treatment social insurance systems;expanding charityprojects and inducting social forces to share government responsibilities and puttingforward theperfection ofreemployment system.
