摘要
本论文分析了佛山市现阶段的产业状况,指出佛山市的产业具备了产业集群的
基本特征,并具体分析了佛山市产业集群形成的原因。佛山市产业集群发展尽管发
展迅速,但也存在自身发展的问题,主要表现为集群外部、集群内部及企业内部三
个方面,制约了产业集群的进一步发展。文中分析了佛山市产业集群问题存在的原
因,提出了佛山市产业集群仍处于“初级阶段”,产业集群的可持续发展已不仅是发
展问题,更是产业集群的生存问题。产业集群可持续发展主要因素是技术创新、管
理创新与制度创新。结合佛山市现阶段的产业状况,技术创新平台建设是具有佛山
特色的技术创新着力点;管理创新是从管理角度实现区域创新网络的良性运作;制
度创新则是在市场制度、激励制度与合作协调机制方面对技术创新的推动。文中进
一步提出了佛山市产业集群可持续发展的路径,主要是产业的“绿化”,即防止有毒
有害原料的使用、集群产业生态化发展及共享污染治理系统;集群在新产品研发、
知识产权应用服务、营销、管理方面的信息化;企业在共性关键技术的研究开发与
推广、品牌经营、产业链缺失环节的补充等方面的集约化;创新人才的培养与持续
创新等。只有产业集群内的各个主体,以集群产业的优化升级为目标不断创新,才
能保证集群整体效益的持续性,实现产业集群的可持续发展。

Abstract
Based on the analysis of the industrial developing actualities in Foshan City on the
stage, this thesis indicates that the industries have already processed the features of the
industrial clusters, and then analyzes the forming causes. Rapidly developing though, the
industrial clusters in Foshan city have their own problems relating to the sustainable
development, which can be mainly divided into three aspects: the outer problems, the
inner ones and even inside the enterprises, which are totally hindering the further
development of the industries. The paper puts forward the view that the industrial clusters
in Foshan city are still in the primary stage, and their sustainable development based on
three main factors: technical innovation, managing innovation and institutional innovation.
According to Foshan, the construction of the innovative platforms is a distinctive origin of
force of the technical innovation. Managing innovation means to carry out a good
operation of the district from the angle of administration. The institutional
innovation promotes the technical innovation by the market system, incentive system and
