摘要

中共十七届三中全会胜利召开全会审议通过中共中央关于推进农村改革
发展若干重大问题的决定标志着中国农村改革取得新的突破农村发展将进
入新的时期然而农村发展问题的核心依然是土地问题这也是多年来阻碍农村
发展城市一体化进程当中的主要障碍之一作为首都的北京随着深刻而剧烈
的社会转型城乡一体化也进入新的时期土地作为一种重要的生产要素和稀缺
资源它的有效利用和流转是促进城乡一体化与和谐首都发展的关键
本文坚持马克思主义理论联系实际的理论本质坚持马克思主义代表最广大
人民群众利益的立场探讨北京市在城乡一体化进程中的土地流转问题按照现
状分析提出问题解决问题的基本思路首先是对土地流转和城乡一
体化的内涵它们之间的关系进行阐述然后展开文章的主体部分一共包括四
部分第一是北京市城乡一体化建设与土地现状法律制度第二是北京市农村
土地流转的现状分析包括案例分析第三是分析北京市农村土地流转取得的
成效与问题最后提出推进和完善北京市农村土地承包经营权流转的思路和对
策

Abstract

Communist Party of China Third Plenary of 17 Session had held in
Beijing essfully it had investigated and pass CPC mittee
on rural reform development and decide several major issues this mark that
China's rural reform had made new breakthroughs Rural development will
enter a new period. However the issue of land still is the core problem in
rural development This also impeding rural development over the years is
one of the main obstacles of urban - rural integration process Beijing as the
capital of china With the profound and radical transformation of society
urban-rural integration has entered a new period Land as an important factor
of production and scarce resources Its effective use and circulation is the
important factor of promote urban - rural integration and harmony capita
development
