中国农地流转问题研究
内容摘要

本研究从我国政治经济改革与发展的理论与实践需要出发,以国内外农地流转理论
与实践研究为基础,以现代经济学理论和系统为背景,在分析研究我国农地流转形成背
景的基础上,对我国当前的农地流转现状进行了全面的调查分析。总结了当前我国农地
流转的现状、特点以及障碍性因素。在此基础上,结合现有的农地流转模式分析,提出
了农地流转制度创新的产权安排。本文分三部分,包括五章。
第一部分包括第一章绪论,阐述了选题的背景和意义,介绍了农地流转方面的相关
理论基础及国内外研究现状。在该部分还介绍了本文的研究方法和创新点。
第二部分包含从第二章至第四章,是本文的基础理论部分。介绍了农地流转的含义
及相关概念。对农地流转问题的形成原因进行分析。详细论述了农地流转问题的现状及
制度障碍,这也是对策提出需针对的问题。介绍了农地流转的原则及已有的实践模式,
为对策提供借鉴。
第三部分包括第五章,主要是对农地流转制度创新提出了一种产权方面的设计。指
出现有农地产权制度的缺陷,认为国有永佃制是产权更加清晰的产权安排,在中国具有
可行性。并且对产权改革的配套措施进行了论述。

Abstract

Proceeding from the theoretical and Practical demand of the Political and economic
reform and development in China,basing on the rural land transfer studies both at home and
abroad,taking morden ecnomics and system science as the theoretical foundation this
research gives an overall investigation and analysis of the present rural land transfer situation
of China. The research concludes present situations,specialties and obstacle factors of the
rural land transfer in China. Basing on it, bining the analysis of the models in rural
land transfer the article advances a property right arrangement of rural land transfer system
innovation. This article can be divided into three parts including five chapters.
The first part including the first chapter of introduction, which has elaborated the
selected topic background and the has also introduced the correlation theories
foundation and domestic and foreign research present situation of the rural land transfer.
Research technique and the innovation spot are also introduced in this part.
The second part which includes from the second chapter to the fourth chapter, is the
basic theory part of the has introduced separately the meaning of the rural land
transfer and the correlation concepts,and put forward the r
