外商直接投资与山西经济增长关系的实证研究

摘要
在经济全球化背景下,随着科学技术进步和国际资本流动加速,对外开放
对一国经济发展具有重要意义。山西是我国资源、能源大省,在改革开放初期
引进了第一个外资项目——朔州市安太堡露天煤矿,此后随着国家改革开放政
策和产业政策的不断完善,山西的外商直接投资经过了从数量到质量,从单一
化到多元化的转变,实现规模增长的趋势,对山西的经济增长起到了重要的推
动作用。
本文主要研究外商直接投资与山西经济增长的关系,通过对山西外商直接
投资与经济增长的现状分析,并与中部其他五省比较,找出山西使用外资中存
在的问题。在广泛地搜集数据、资料的基础上运用定性分析与实证分析结合的
方法对此问题进行深入分析,得出结论与预期结论基本一致。外商直接投资与
经济增长具有协整关系,但是在引进外资初期,外资对经济增长的拉动作用不
明显,由于外商直接投资对经济发展的影响具有滞后性,外商直接投资对经济
增长的贡献需要一段时间才能体现出来。通过对外商直接投资的经济效应分析
得出:由于山西承接的技术转移多来自港、澳、台、韩国等亚洲国家或地区,
技术差距不大,外商直接投资的技术溢出效应比较显著;外商直接投资的资本
效应不显著,尽管对国内投资具有一定的带动作用,但外资的挤入效应不明显。
最后,针对性地提出了促进外资与山西经济良性互动发展的政策建议:第一,
加强引进外资的环境建设,扩大使用外资;第二,引导外资投向农业、基础设
施、基础产业、高新技术产业、服务业,通过引进高新技术改造传统产业,发
展现代服务业,促进产业结构升级,促进山西经济增长;第三,调整引资方式,
增强外资企业与本土企业联系,积极探索国际通行的外商特许权项目,项目融

资,发行股票等投资方式,促进使用外资方式多元化,优化山西产业结构,促
进山西经济增长;第四,争取外资来源多元化,促进外资结构合理化。

Abstract
With the scientific and technological progress and the acceleration of circulating capital,
opening to the outside world plays a significant role in a country's economic development under
the economic globalization. Being rich in resources and energy, Shanxi introduced the first
foreign-funded project in the initial stage of the reform and opening up, which is Shuozhou
Antaibao opencast coal mine. Since then with the continuous improvement of the country's
reform and opening up policy and industrial policy, Shanxi's foreign direct investment has
transformed from quantity to quality and from a single-system to multi-system, achieving the
large-scale growth and promoting Shanxi's economic growth greatly.
This paper studies the relationship between the foreign direct investment and Shanxi's
economic growth and find the existing problems of using foreign investment in Shanxi Province,
through the status quo analysis and parision with other five provinces of the middle
