人口老龄化背景下的我国老年住宅问题研究

摘要
随着我国老龄化社会的到来,养老问题日渐突出,其中老年住宅问题已逐
渐引起人们重视。老年住宅充分体现了“以人为本”的住宅理念。一方面,老
年住宅是解决广大老年人养老问题的关键和基础,满足了老年人的基本养老需
要;另一方面,老年住宅拉动经济增长,带动其相关产业迅速发展,增加社会
的就业机会,缓解了社会的压力,减轻了政府的财政负担。因此,研究我国人
口老龄化背景下的老年住宅问题具有非常重要的意义。
本文以马克思第一需要理论、社会保障理论和公平与效率理论作为研究基
础,从我国社会经济发展状况、社会结构、家庭结构、传统文化道德风俗等方
面出发,对我国老年人的居住状况、生活方式、养老方式等进行详细而系统的
分析研究。并针对我国老年人住宅存在的问题及影响因素进行分析,借鉴国外
发达国家成功经验,结合我国的具体国情,提出应充分利用公共住房政策,发
挥政府的主导扶持作用,采取多元化的融资方式,吸引民营资本介入的建议。
同时通过开展试点,加大宣传力度,普及相关知识,发展社区养老服务,来建
设具有中国特色的老年住宅模式,以应对我国老年人对养老居住的多元化的需
求,改善和提高老年人的生活质量,促进社会稳定与社会主义和谐社会的构建。

Abstract
Subsequently China's ageing society arrival; pension issues have
e increasingly prominent, especially older residential problems
which have gradually aroused people's attention. Ageing House fully
embodies the principle of "people-oriented" residential concept. On the
one hand, the old age's dwelling house is the basis problem and the
key for whose providing for aged; On the other hand, older residential
stimulates economic growth and promotes the rapid development of
related industries and increases employment opportunities and also
easing the social pressure , reducing the government's financial burden.
so the studying of elderly housing problems in China is very important
under the background of the aging population.
This article bases on Marxist theory, social security theory and theory
of fairness and efficiency. It systematically analyses our elderly living
conditions, lifestyles, the old-age methods of detailed, the problems
affecting factors for Aging House in our country. It includes China's
socio-economic development, social structure, family structure, moral
customs and traditional culture. Learning from the essful experience
of developed countries, and knowing China's specific national conditions,
the author suggests that the government should made full use of pub
