河南省承接国际产业转移效应分析

摘要
随着世界产业结构调整步伐的加快,产业转移在国际间和区域间以越来越
快的速度和频度发生。河南省在年的改革开放历程中,积极承接国际产业转
移,优化自身产业结构,地区经济取得了长足发展。然而,如何科学评价承接
产业转移对地区经济发展的效应,人们的认识并不统一。科学准确地评价承接
国际产业转移的经济效应成为目前亟待解决的问题。本文试图利用国际产业转
移的理论模型对河南省承接国际产业转移的经济效应以及承接国际产业转移中
的问题和不足进行较为全面、系统的分析,为河南省制定承接国际产业转移政
策提供重要参考,这一课题的研究也具有重要的理论与现实意义。
本文首先介绍了承接国际产业转移的相关理论,对国际产业转移经济效应
进行了解释。然后,根据河南省承接国际产业转移的重点行业选择五个代表部
门作为分析对象,根据河南省五行业—年产业结构的变动情况建立经
济效应模型,对五部门承接产业转移后所获得的直接经济效应和间接经济效应
进行数理分析;在此基础上用经济效应单位化评价指标对五部门承接产业转移
后对当地经济发展所做的贡献进行评价。最后,介绍了国外一些发达地区承接
国际产业转移的发展势态和历史经验。
根据计算出的结果,本文得出主要结论并给出建议:河南省近些年承接国
际产业转移在经济效应总量上有了很大的提高,然而在质量和效益上并不理想;
积极承接国际产业转移对河南省实现产业结构转型和升级具有重要的意义。今
后河南省在承接国际产业转移的过程中,应增强产业优化力度,突出招商引资
重点,提高产业经济增长的效率;注重对现代服务业等第三产业的国际产业承
接,加强各产业部门对整个经济系统的带动和推动作用,充分发挥承接国际产
业转移对河南省经济发展的重要作用。

Abstract
With the pace of the world industrial restructuring accelerating, the industrial transfer between
the countries and areas is ing more and more quickly on speed and frequency. Since the
reform and opening up Henan Province has actively undertaken the international industrial transfer.
In 2007 FDI of Henan Province, amounted to billion . dollars, accounting for % in six
central province .However, how to give a scientific evaluation of the effects on the regional
economic development, the awarenesses are different. It has e a urgent problem to be solved
currently. This paper attempts to make prehensive, systematic analysis on the transfer
economic effects and the problems by using the theory model of international industrial transfer,in
order to provide important references on formulating the policies of undertaking international
industrial transfer in Henan Province. This research on this topic also has important theoretical and
practical significance .
