摘要
随着经济全球化的快速发展和区域竞争的日益激烈,区域已经成为参与国际
分工的重要主体和全球经济中最活跃的经济单元。区域的竞争优势来源于创新,
对于区域来说,区域经济的非常规发展是新技术和与之相适应的区域经济制度环
境结合的结果,一个有效的区域创新体系能使其在有限资源条件下获得快速的发
展。
在区域创新体系中,产业集群的作用不容忽视。经验证明,完善的区域创新
体系往往最先在产业集群特征明显的地区形成。产业集群和区域创新体系是当前
区域竞争力研究的两个焦点。进入世纪以来,长三角地区掀起了区域经济一
体化的新热潮,长三角在合作与竞争中迅猛发展,呈现出生机勃勃的繁荣气象。
本文首先对国内外产业集群以及区域创新体系的相关研究进行理论综述,并
对基于产业集群的区域创新体系理论进行了研究;其次,从长三角发展概况出发,
对长三角区域创新体系的现状进行分析,并确定了关键的分析指标,运用
分析方法,建立两阶段评价模型对长三角区域创新体系的运行效率进行了定
量评价;最后,论文简单介绍了美、日、欧等国家在区域创新体系建设方面的一
些经验和教训,并根据前文的评价结果结合美、日、欧区域创新体系的建设经验,
给出了基于产业集群的提升长三角区域创新能力的对策和建议,以期为长三角地
区经济的健康与可持续发展提供更好的思路。

ABSTRACT
With the more rapid development of globalization and more petition,
region plays a more and more important part in the global economy. Region is to be
the most active unit in the world economy. petitive advantage of region lies
on innovation. If a region wants to develop in an abnormal way, the new technology
must fit the regional economic environment. An effective regional innovation system
can help the region make progress with limited resources.
In the regional innovation system the industrial clusters play an important part. It
has been proved that the RIS usually founded in the regions having many industrial
clusters. Industry cluster analysis and RIS analysis are two focuses of nowadays
petition ability research. Since the beginning of the 21th century, the
Yangtz River Delta has been trying to found the regional economic integration. The
Yangtze River Delta develops at a high speed through cooperation petition.

system and industrial cluster and makes a research on regional innovation on the basis
