宜昌市土地资源可持续利用评价及其路径选择

摘要
土地作为人类赖以生存和社会经济得以发展的基础,是社会生产力的根本源泉,
也是一项宝贵的资源和财富。土地资源不可替代性及其稀缺性,决定了土地资源利用
必须向持续、高效利用发展。我国人口众多,一些地区土地资源稀缺,人地矛盾突出,
众多学者对土地资源可持续利用问题从内涵、评价指标体系以及实现途径的角度做了
较多的研究与探讨。
论文在土地资源可持续理论研究基础上,以宜昌市土地资源作为研究实体,根据
宜昌市土地资源利用的条件和现状,建立了土地资源可持续利用评价体系,对宜昌市
土地资源利用条件以及现状展开了数据分析和对比研究;引入了资源环境指标、经济
指标和社会指标三个相关因素,采用定性与定量相结合的系统分析法——层次分析法
确定指标和权重的值,通过土地资源可持续利用评价公式计算得出宜昌市土地资源可
持续利用水平:1999 年,宜昌市土地资源可持续利用水平为 ,处于可持续发展
阶段;2003 年宜昌市土地资源可持续利用水平为 ,处于基本可持续利用阶段。
并据此探讨了宜昌市土地资源利用水平不高的原因及实现可持续利用的障碍,最后提
出宜昌市土地资源从基本可持续利用阶段过渡到可持续利用的路径选择。

Abstract
Land, the foundation of the mankind survival and economic development, is a kind of
valuable resources and wealth as well as the fundamental source of social productivity. The
land resources must be used efficiently and continuously because of the nature of
irreplaceability and scarcity. China is a country with a large population, scarce land
resources in some areas, and many contradictions between human beings and land resources.
Many scholars have done researches on the issue of sustainable utilization of land resources
from the concept, evaluation indicator system and the achieving perspective.
The thesis focuses on the land resources of Yichang on basis of the sustainable
theoretical study, establishing an evaluation system of sustainable utilization according to
the conditions and present status of the utilization of land resources, caring out data analysis
parative study about the utilization conditions and current status. It introduces three
indicators. They are resources environment indicators, economic indicators and social
indicators, making out the figures of indicators and the value of weight by using a
combination analysis approach of fixed-nature and fixed-quantity hierarchy process. And
