摘要

外商直接投资(FDI)是我国经济贸易的重要组成部分,也是
经济全球化的一个重要纽带。随着经济全球化和我国加入 WTO 以
及改革开放进程的不断深入,外商对华直接投资的规模将大幅度增
长。大量的 FDI 流入不仅弥补了我国资金、外汇、技术、管理缺口,
给我国国民经济带来了全方位促进的综合效应;而且给我国带来了
贸易效应,对贸易结构优化升级产生一定的积极影响。但是,由于
外商投资的产业结构倾斜;利用外资引进技术的过程中,技术引进
结构不合理:初级技术居多,高精尖技术较少;利用外资偏重数量,
而不重质量;利用外资效益不理想;对外资的监管偏松等原因,使
得我国在利用 FDI 促进贸易结构优化方面还存在一定的问题。
面对入世给我国带来的空前机遇和严峻挑战,我们必须解决好
这些问题。否则,它们势必会对我国以后的引资工作带来不利的影
响。因此,在新的形势下,我们应该审时度势,根据自身不足及时
调整相应的对策。本文通过分析 FDI 对我国贸易结构优化的影响,
揭示出优化我国贸易结构的过程中利用外商直接投资存在的问题,
并提出了相应的政策建议:合理引导外商直接投资的投向;利用外
资从重数量转向重质量重效益;鼓励外资企业建立“出口导向性技
术”研发机构;提高外商直接投资的技术外溢效应。

Abstract

Foreign direct investment (FDI) is one ponent of
economic trade of our country, and an important tie of economic
globalization too. With economic globalization, our accession to WTO
and deepening of reform and opening process of our country, the scale
of FDI in China will be increased by a large margin. A large amount of
FDI have not merely remedied the shortfall fund, foreign currency,
technology and management in our country, brought omni-directionally
comprehensive effect that promotes our national economy; but brought
trade effect to our country, and produced certain positive impact on the
optimization and upgrading of trade structure in our country. However,
because the industrial structure that foreign businessmen invest trends
in slopes ; in the course of the importing technology by use of foreign
capitals, the importing structure is unreasonable: Elementary technology
is in majority and there is less high-quality precision and sophisticated
technology; Lay particular stress on the quantity , but not quality in the
course; It is unsatisfactory to utilize foreign capitals; Supervision in
foreign capitals simply loose, and so on., which bring our country
