中国电信移动互联网时代的3G运营战略研究

摘要
2009年1月,在完成了新一轮的电信重组后,中国政府向中国移动、中国联通、
中国电信颁发了 3G 运营牌照。以高速移动互联网为根本特征的 3G 业务呼之欲出,
中国移动通信市场将面临新的格局。
中国电信作为原来的固网运营商,获得移动牌照后一入市场的起点就是 3G 网络,
在没有前期移动互联网运营经验的前提下,如何借鉴国内外经验,研究竞争对手,
抓住移动互联网作为业务,打造核心优势,成为中国电信面临的一个问题。
本文从 3G 主要产品以互联网为核心的特点出发,从全球的角度对世界各国和地
区 3G 情况进行了综述和分析,并对前 3G 时代全球已经产生的移动互联网发展的成
功范例进行了分析;从国内的角度对竞争对手中国移动和新联通的主要移动互联网
业务进行了介绍,并对其 3G 运营环境运用 SWOT 模型进行了分析;从自身角度出发
对中国电信运营 3G 的现状和存在的问题进行了分析。然后从七个方面对中国电信打
造 3G 移动互联网核心竞争力,有效发展 3G 进行了探索。最后得出中国电信必须总
结经验,利用传统互联网信息优势、全业务经营优势,扬长避短,合理整合产业资
源,实施 3G 互联网战略。

Abstract
On the beginning of 2009, Chinese government issued three 3G licenses of different
standard each to China Mobile, China , and China . Therefore, the 3G
business with fast access as its core feature is going into operation soon, China’s
mobile market entered a new era.
As a operator and a green hand to the mobile market, China starts
its mobile business directly with 3G, it has no experience of operating a previous mobile
network. So how to learn the experiences at home and abroad and get to know the
advantages and drawbacks petitors, how to stick to mobile as its core
advantage and petitive product es a problem that is worthy of study to
China .
The thesis starts with the account of world’s major development of 3G business in
Asia, Europe and USA. It also illustrates two examples of essful operating of pre-3G
with Japan’s NTT o and China Mobile. As from domestic market, the
thesis narrates petitors of China , say, China and China Mobile’s
advantages and drawbacks with the SWOT model. The thesis also studies the situations
and problems of China itself. Then on, it discusses how to develop 3G business
and mobile for China from seven aspects.
Finally, the thesis assumes that China must learn from experiences, and
make use of the advantages and avoi
