摘要
中建保华建筑有限责任公司属于中国老牌国有建筑企业,具有典型的国企特色。
其深圳分公司发展到今天,在体制上、管理模式上、市场开拓方面,均有过探索和创
新且取得了不错的成绩。但是在新的历史时期、在全球化经济的大潮中,企业依然面
临着生存和发展壮大的巨大压力。本文研究的目的是以具体建筑企业为案例,通过对
其发展历史和企业现状以及发展战略规划的深入研究,为该公司的发展战略规划提出
合理化建议,并希望为中国国有建筑企业的发展和战略规划提供借鉴意义。
本文采取的是战略管理学中战略制定的基本方法和步骤,先采集大量与建筑业
相关的数据和事例,采用 SWOT 方法全面分析中建保华建筑有限责任公司深圳分公
司发展的内外环境因素,找出优势、劣势最后确定中建保华建筑有限责任公司深圳
分公司发展指导思想、战略、方向及具体实施办法。
同时本文也指出要立足国内建筑市场走向国际建筑市场发展的新战略思维紧
跟国家经济政策和投资方向,立足国内建筑市场的同时兼顾越南建筑市场。对企业
内部要减小公司负债,培养人才,完善公司的各项管理规章制度,理顺公司隶属关
系,提高公司的管理水平,丰富工程项目的管理模式,锻炼总承包、BOT、EPC 等
项目的运作能力。通过越南市场,积累国际工程的施工管理经验,熟悉国际工程的
运作模式,有意识的为参与国际工程而储备人才、资金、技术、经验,为国际工程
扩大规模做准备,从而实现使中建保华建筑公司成为国际知名建筑企业的目标。

Abstract
CSCEC Paul Y. pany Limited is an old and good repute
constructing enterprise, which has the typical characteristics of state-owned enterprise.
Until now, its Shenzhen pany has made a great progress on system,
management and market exploration. But it is still facing big pressure because of the new
historical conditions and the world economic crisis. The aim of this paper is to put forward
reasonable proposals of how to develop pany in a better way after analyzing the
concrete cases of construction enterprise. At the same time, we also hope that the paper
can give some suggestions to other construction state-owned enterprises.
This paper adopts the basic methods and procedures of strategies constitution in
strategic management. It collects many data and cases of construction at first, and use the
SWOT method to analyze the developing environment of Shenzhen pany
roundly. And then, the paper uses the inside and outside factors evaluation matrix,
competition situation matrix and TOWS matrix to analyze pare, and at last, the
paper makes a final aim and strategies of how to develop the Shenzhen Branch of CSCEC
Paul Y. pany Limited in the
