Key words : Chinese enterprise foreign investment issue Countermeasures 一、前言为弥补、突破国内资源禀赋约束和谋求更大的更大的市场,我国企业实施“走出去”战略已是势如破竹。尤其是近年来随着我国经济的高速增长以及海外投资程序的简化,我国企业海外投资的步伐正日益加快。中国企业“走出去”既是商业发展的必然趋势也是我国推行国际战略的关键一招。海外投资对我国企业、国家发展为弥补、突破国内资源禀赋约束和谋求更大的更大的市场,都有深远的意义。二、中国企业海外投资的现状分析中国已经是国际投资舞台上重要的参与者。继2012 首次位列世界第三大对外直接投资国以来,中国对外直接投资继续保持强劲增长态势,2014 年中国全行业对外直接投资 1160 亿美元,同比增长 % 。如果加上第三地融资再投资,2014 年中国对外直接投资规模在 1400 亿美元左右,约高出中国利用外资 200 亿美元, 中国已经成为直接投资资本净输出国。在行业分布上(见表 1),租赁和商务服务业(以投资控股为主要目的)仍然是中国对外直接投资的最大行业,在2013 年达到 亿美元,占中国对外直接投资总流量的 % 。仅次于租赁和商务服务业的是采矿业( 亿美元, %)、金融业(151 亿美元,14%)以及批发和零售业( 亿美元,1
