中文摘要
党政领导干部任用提名作为干部选拔任用的启动程序,是保证选人用人质量
的第一道关口,其科学化和民主化程度直接决定着干部选拔任用的质量和党组织
选人用人的公信度。因此如何规范党政领导干部任用提名制是干部民主化进程中
必须深入思考和探索的深层次问题。
本文回顾了我国建党以来各个时期党政领导干部任用提名制的发展历史,对
比了前苏联共产党干部选任制度、中国古代官吏选任制度以及西方公务员制度在
提名环节的特征和利弊,指出了当前我国党政领导干部任用提名机制存在的主要
问题和原因,客观分析了完善提名制的必要性,在探讨完善干部任用提名制理论
基础和比较各地实践探索的基础上,提出了完善党政领导干部任用提名制的初步
设想。

Abstract
Leader and cadre nomination of Chinese Party and government as a startup
procedure of selecting and appointing the cadres is a first strategic pass for guaranteeing
the quality of selection and appointment; and its scientificity and democratization
degree will directly decide the quality of cadre selection and appointment and the public
credibility of the selection and appointment by anization. Therefore, how to
standardize the nominating system of selection and appointment es a deep-level
problem which must be deeply considered and probed in the cadre democratization
course.
This paper reviews the developing history of the nominating system of appointing
the leaders and carders of Chinese Party and government in each stage since the
founding of Chinese Party, compares the characteristics and advantages and
disadvantages of the nominating link of cadre selection and appointment system of
former Soviet munist Party, Chinese ancient official selection and
appointment system and civil servant system of western countries, points out major
problems and reasons in the current nominating mechanism of the leaders and cadres of
Chinese Party and government
