推进地方高校服务地方经济社会发展的对策研究

摘要
高等教育经历了一个从最初单一的教学功能发展到科学研究功能,再发展到社
会服务功能的历史过程,高等学校服务经济社会发展已成为当代大学发展的一个基
本规律。当今时代,新的科学技术革命促进了以知识的生产、传播、创造和应用为
基础的知识经济的形成,知识成为经济发展的决定性因素,各国综合和速度的竞争。高校作为知识创新和应用的重要载体,其
直接为社会经济服务的功能日益凸显。而地方高校作为我国高等教育的主体部分,
应该如何更好地融入地方、服务地方经济社会,已成为地方高校和教育界关注的热
点和重点问题。
本文共分为五个部分。第一部分,在分析选题背景、选题意义、述评国内外地
方高校服务经济社会发展研究成果的基础上,提出了本文的研究思路、方法和可能
的创新点。第二部分,在界定相关概念的基础上,指出了地方高校在服务地方经济
社会发展中的作用,回顾了我国地方高校服务地方经济社会发展的历程。第三部分,
分析了地方高校服务地方经济社会发展存在的问题,既指出了地方高校自身存在的
问题,也包括了社会方面的问题。第四部分,指出了地方高校服务地方经济社会发
展应注意的三个问题。文章的最后一部份,阐述了地方高校服务地方经济社会发展
的对策措施:转变思想观念,强化服务地方经济社会发展的意识;发展自身实力,
增强服务地方经济社会发展的实力;创新体制机制,构建服务地方经济社会发展的
体系;加强政府支持,形成政府和地方高校的良性互动;强化校企合作,实现企业
和地方高校的互利双赢。

Abstract
Higher education has experienced the historic process from a single function of
teaching to the function of scientific research, and from the function of scientific research
to the function of social services. Serving the economic society has e the basic law
for the development of a modern university. Nowadays, a new revolution in science and
technology has promoted the formation of knowledge-based economy which relies on the
production of knowledge, the dissemination of knowledge, and the creation of knowledge.
Knowledge has e the decisive factor in the development of economy, and the
comprehensive national strength between different countries has been concentrated on the
level of the knowledge innovation and the update speed. Colleges and universities are the
important carriers for the knowledge innovation and application, their direct service to the
socio-economic functions e increasingly prominent. How do the local colleges and
universities which are treated as the main body of China’s higher education integrate into
the local economic society? This has e the focus in the education sector.
