摘要
在知识化、信息化、全球化的现代社会中,地方政府公共政策执行力问题逐
渐引起了管理理论、政府政策执行和实践研究的关注。地方政府公共政策执行力
研究有助于破解我国当前地方政府公共政策执行难的困境。完善的地方政府公共
政策执行力实现机制在保障公共政策有效执行上尤为明显和重要。本文以地方政
府公共政策执行力研究为依托点,使选题具有明显的时代感和现实针对性,拓展
了地方政府公共政策执行力研究的视野和路径。全文共分四章:
第一章首先阐明了选题来源,然后在分析选题背景、选题意义以及综述国内
外研究现状的基础上,提出全文的研究方法与思路,并阐释了本文的创新点。
第二章首先分析了地方政府公共政策执行力与地方政府公共政策执行力实现机
制之间的关系。然后探讨了地方政府公共政策执行力实现机制的内部要素和作用
形式。第三章重点讨论了目前存在的四大主要问题。第四章提出构建有效的地
方政府公共政策执行力实现机制的途径。通过分析地方政府公共政策执行力实现
机制存在的问题,提出了构建有效的地方政府公共政策执行力的办法。
本文的主要研究成果和可能的创新点主要集中在四个方面:在整合国内外相
关文献的基础上,初步提出了地方政府公共政策执行力实现机制,在某种程度上
弥补了这一特定领域的研究不足。二是对地方政府公共政策执行力实现机制进行
了初步的研究,从而丰富了地方政府公共政策执行力实现机制研究。三是较为系
统的分析了地方政府公共政策执行力和地方政府公共政策执行力实现机制之间
的关系,较为全面、深入地阐释了地方政府公共政策执行力实现机制的构成要素。
四是从公共政策本身和公共政策执行的视角探索构建完善的地方政府公共政策
执行力实现机制的有效路径,为强化地方政府政策执行和提高地方政府执政能力
提供理论参考。
