创意产业城市集聚探析

摘要

创意产业是一种在知识经济时代中日益兴起的以强调人的智慧、才能和创造
力,通过知识产权开发与运用具有创造就业和财富的新兴产业。
近几年以来,创意产业在全球蓬勃兴起,成为知识经济时代经济增长的新引
擎。综观全球,创意产业的发展呈现出明显的集聚化发展特征,即在城市集聚发
展趋势。目前,世界上有影响的大都市都拥有各自独具特色的创意产业集聚区。
我国的香港、台湾、北京、上海、深圳、杭州、长沙等城市也形成了一批创意产
业集聚区。与其他产业集聚相比,创意产业城市集聚具有集聚主体的创意性、创
意人才的先导性、对创意城市的根植性以及工作与生活相结合等特点。
创意产业城市集聚的形成与发展,一方面是企业追求外部经济、网络创新和
交易成本节约的结果;另一方面它的形成和发展又取决于城市的生产要素、市场
需求、相关和支持产业、制度和环境等基础条件。城市的创意资源越丰裕、创意
产品需求越旺盛、相关与支持产业越发达、制度和环境越完善,创意产业在该城
市集聚发展的可能性就越大。创意产业在城市的集聚发展反过来对城市的发展具
有重要的推动作用。理论和实践证明,创意产业在城市的集聚发展是知识经济时
代城市经济增长的新引擎、城市化加速发展的催化剂、城市核心竞争力提升的动
力源泉。
创意产业城市集聚在我国的发展速度较快,集聚效应也较明显;但集聚要素
短缺、集聚机制不健全、集聚水平不高、集聚环境不良等因素严重制约了我国创
意产业的又好又快发展。为此,实施创意产业城市集聚发展战略,制定国家创意
产业发展规划、加强创意人才的引进与培养、营造宽松开放的创意环境、统筹规
划创意产业园区建设和加强政府的支持体系建设是当务之急。

ABSTRACT

Creative industries is a brand new service that arise under the background of the
global consumer society, it concentrates on people's intellect ,ability and creativity,
and can creates jobs and fortune through developing intellectual property。
In recent years, creative industries has been developing prosperously worldwide,
it has e the new engine of economic growth in knowledge economy globally,
cluster is a significant aspect of creative industries is to say the
creative industries cluster in a certain this moment, some major metropolis have
their only unique creative industries cluster China,some creative industries
cluster district,has also been formed in some cities such as HongKong, Taiwan,Beijing,
Shanghai , Shenzhen, HangZhou, exists a close connection between
creative industries cluster and the rise of creative stratum,creative enterprise cluster
and the rise of creative pared with other industries cluster,the creative
industries cluster has the characters,such as the creativity of cluster body, the
