文档介绍：招远市农村社会养老保障制度研究捅要发展农村社会养老保障制度是构建和谐社会、建设社会主义新农村的重要组成部分。改革开放至今,我国社会保障事业也随之发展,但是,当前我国农村的社会保障与城镇社会保障相差甚远,尤其是农村社会养老保障制度的发展状况更是不容乐观。我国传统的农村养老模式主要有自我养老、家庭养老、土地养老三种,随着农村经济体制改革和社会结构转型的深化,农村的生产生活方式不断发生变化,再加上城乡二元经济结构的深刻影响,我国农村社会保障体系的建设进展缓慢,给老年人的生活带来了极大影响,加剧了农民养老保障难的问题。现阶段我国农村的养老保障模式还处于家庭养老为主、社会养老为辅的阶段。近十年来,随着我国工业化和城市化的快速推进,农村土地对农民社会保障功能的弱化, 在农地被征用、劳动力流动和人口老龄化等因素的催化,我国农村养老难已成共识,当前农村社会养老保障面临着新的挑战,在客观上要求加快农村养老社会保障的制度化建设。本文以新农保试点地之一的招远市农村社会养老保障制度为研究对象,对该市的农村社会养老保障制度的进展情况进行了系统阐述,并针对存在的问题提出了完善农村社会养老保障制度的对策。本文第一部分对农村社会养老保障制度的研究背景、研究意义以及目前国内外的研究动态进行了阐述;第二部分对农村社会养老保障制度的相关理论和理论背景进行了归纳;第三部分对目前招远市农村社会养老保障制度的发展现状及存在的问题进行分析;第四部分论述了国、内外具有代表性的农村社会养老保障制度的模式及其对招远市农村社会养老保障制度的借鉴意义;第五部分提出了完善招远农村社会养老保障制度的对策建议;第六部分对本文的研究进行了总结,指出存在的不足及进一步研究的方向。关键词:招远;农村社会养老保障制度:问题;建议 Abstract Thedevelopment ofruralsocialold—agepensionsecuritysystem is animportallt part ofconstructing theharmonious society and the construction ofnew socialist countryside·Since thereformand opening-up,China socialsecuritysystem alsois developed,however,the current development ofruralsocialsecurity isfaraway舶m theurban socialsecurity,especially theruralsocial pension system development situation is not 's models self-pension,family pension and endowment ruraleconomic svstem reform and thedeepening of social structuraltransformation,the nlra modes of productionlifestyles with theprofound impact dual economic structure,the ruralsocialsecurity system constructionprogress isslow,which hasbrought great influence totheelderly lifeand exacerbated thedifficultproblem of farmers’old。 present,China security model isstillin family’based old。age socialpension,supplemented by thepast decade, asadvancement ofChina’Srapid industrialization andurbanization,rural land,Sfunction on socialsecurity agriculturalland beenexpropriated, labormobility,population ageing and other factors ac删y瓯
