Abstract
Performance is the eternal subject of management. In order to
achieve the strategic target of building the well-off society in an
all-round way, and to build an administrative system featuring high
efficiency, coordinated operation, and standardize behaviors, based on
the essful experiences of the West government performance
management, the government performance evaluation, as one kind of
specific managerial tool in the managerialism, not only es the
frontier topic of fundamental research of modern public management,
moreover, regarded as a new govern model, gradually substitutes for
traditional Taylor's -like scientific management in our country.
The evaluation system of local government performance is an
organic system including essential factors such as evaluation subject,
evaluation index, evaluation criteria, and evaluation method and so on.
Constructing the index system of local government performance
evaluation is a foundational project. The article outlines the rationale
of constructing the index system of local government evaluation, and
on the foundation of thoroughly promulgating the malpractices of
traditional performance examination index, it analyses the general
principles including systematic, standardized, measurable and the
special principles including service guidance, the function basis,
flexibility, unification, which should be followed during constructing
the index system of local government performance evaluation,
presents the basic process and the logical structure based on the
Balanced Scorecard, then constructs the general index system in this
posed by national economy, people’s lives, public
service, ecological environment, social harmony, government cost,
government internal management process, government study and
development, public satisfaction degree and so on, and carr
