摘要
随着政府对民生问题的日益重视,农民的社会养老保险问题也逐渐被提上日程。新农保试点的推进,对于推进以民生建设为重点的社会保障建设具有非常重要的现实意义和深远的历史意义。但是新农保在推行过程中仍然存在各种各样的问题。
本文首先介绍了养老保险的相关概念,阐述了推广新农保的重要性,然后以A村作为研究对象,通过调查当地农民对新农保的了解程度、农民的参保积极性、以及分析了新农保制度本身存在的缺陷。最后针对存在问题,从新农保的宣传、农村经济的发展、完善新农保制度以及加大激励机制等方面提出新农保在推行过程中的对策和建议,为新农保的推广探明道路。

Abstract
As the Government's increasing attention to livelihood issues, on old-age social insurance of farmers are gradually being placed on the agenda. New farmers ' insurance pilot forward, pushing forward the construction of social security has focused on construction of people's livelihood very important practical significance and far-reaching historical significance. But still in the process of introduction of the new farmers ' insurance there is a wide variety of issues.
This article first introduces the concept of old-age insurance, elaborated on the importance of the promotion of new farmers ' insurance, and then to a village as a research object, through the investigation of local farmers ' knowledge of the new farmers ' insurance, farmers insurance initiative, as well as analysis of the defects of the new farmers ' insurance system itself.
