文档介绍：中文摘要摘要:按照科学发展观的要求健全和完善干部考核评价体系,既是干部工作落实科学发展观的必然要求,也是保证和促进科学发展观贯彻落实的根本途径之一。建立一套体现科学发展观要求的党政领导干部考核评价体系,使考核内容、考核方法、考核结果分析等更趋于科学化、规范化、制度化,有利于引导领导干部明确科学发展方向、发展思路、发展目标和服务对象,对领导干部发挥激励、约束和导向作用。因此建立一套既能体现领导干部特点,又能反映考核评价工作规律, 体现科学发展观要求的考核评价体系,是一个时期以来党建理论界、学术界,以及组织人事部门工作实践中,十分关注并积极探索和研究解决的一个现实重大课题。中组部2006年专门下发了《关于体现科学发展观要求的地方党政领导干部考核评价试行办法》,但关于党政部门领导干部的考核评价体系仍处于研究阶段,公开可见的只是一些部分的、零散的研究成果,系统性的研究成果尚属空白。本论文采取实证研究的办法,对H市党政部门领导干部考核评价体系进行了研究。在分析和借鉴古今中外关于考核评价方面的研究成果基础上,对涉及干部考核评价的有关概念,按照科学发展观的要求进行研究界定,对考核理论的应用进行了归纳和阐述。通过调查研究,对H市党政部门领导干部考核评价工作存在的问题、现象及原因进行了剖析,从四个方面提出了H市构建党政部门领导干部考核评价体系建设的对策,即:构建以扩大民主为基础的考核评价主体体系;构建以实绩为核心的考核评价内容体系;构建以权重得当为目标的综合评价方法体系;以刚性透明为目的的考核结果运用体系。较为系统完整地回答了H市如何建立体现科学发展观要求的党政工作部门领导干部考评价体系。在理论方法研究的基础上,为增强该体系的操作性和实践性,笔者与有关专业工作者在H市D区结合年度考核进行了试点,取得了比较满意的效果。实践证明该系统具有较强的实际操作性。关键词:党政部门;领导干部;考核评价体系 ABSTRACT ABSTRACT:Implementing thecadre evaluation and assessment work ordance with requirements ofscientificdevelopment concept is the inevitablerequirement of evaluation and cadre assessment tocarry out thescientificdevelopment is one ofthefundamentalapproaches to ensure anddevelop thescientificdevelopment aleading cadres evaluation andassessmentsystem oftheparty andgovernment departments ord with scientificdevelopment concept,it will make thecontents oftheevaluation,assessment methods and theresultsoftheanalysis ofissuesbescientific,standardized and guides leading cadresmake clearthedevelopment ofscience,direction fordevelopment,development goals aswell asclients and itplaysincentive,bound and theguiding ,establishing an evaluation andassessmentsystem which enableidentify the characteristics ofthe leading cadres,reflect the ruleofevaluation and assessmentwork,and show the accordance withrequirements ofscientificdevelopment concept,it isthemajorsubject ofthe current period,which iscurrently paid much attention,actively explored and researched bytheory circleofpartyconstruction,academic circle,and anization andper
