文档介绍：贵州人学2008屈硕I:rOF究生论文摘要近年我国房地产开发投资持续高速增长、房地产价格不断攀升、房地产信贷规模迅速膨胀的发展趋势,引起政府和社会各界越来越关注房地产业的持续健康发展问题,关注房地产市场的不J下常发展可能对国民经济持续稳定发展以及人民和谐生活带来的负面影响。通过对当前我国房地产调控政策内容的研究,结合“有限理性”和“三圈理论"来分析政策施行中出现的问题,得出结论:房地产调控是必要和有效的,而且要进一步系统地完善配套政策, 加大落实政策的力度。文章通过对政策本身和施行中问题的研究,提出几点建议:首先应进一步科学化、系统化地制定政策,确保政策的精准性和连贯性:其次要建立有效的社会住房保障制度,即大力完善现有的经济适用住房和廉租房政策;再其次,要正视我国房地产正常的市场需求,增强信息透明度,正确引导市场健康发展;最后,必须增强政府的责任意识,强化对政府的监督力度, 保证政策能够真J下落到实处。关键词:房地产,调控政策,研究,调控,执行, Abstract In recent years,China’S investment inreal estate development maintained rapid growth,rising real estate prices,real estate creditscale ofthedevelopment trend ofrapid expansion,from the Government and munity increasingly concerned about the sustained and healthy development ofreal estate issues,concerns thereal estate market isnotnormal The development of thenational economy may besustained and stabledevelopment of aharmonious lifeand thepeople ofthenegative on the current content ofChina’Sreal estate regulatory policy research, with”limited rational”and”three circles theory”to analyze policy issues arising from the implementation,concluded:real estate regulation and control isnecessary and effective,but also to furthersystematic Improve thesupporting policies and intensify theimplementation ofpolicy.
