文档介绍：摘要· 摘要黑龙江省生态省建设对我国乃至国际生态安全有着重大影响。加强生态产业建设, 促进经济发展是黑龙江省生态省功能完善的保证。本文综合运用了专家咨询法、频度统计法和理论分析法进行了具体指标的筛选,在总结了相关研究成果的基础上,形成由目标层、准则层、指标层和变量层构成的黑龙江生态省建设生态产业规划评价指标体系。在评价指标体系建立后,采用了综合评价指数法来评价和监测黑龙江生态省建设生态产业规划发展的动态。然后应用层次分析法、结合专家意见咨询法对同一层次的指标两两相互比较,最后计算各评价指标的相对权重。通过确定的评价指标权重和标准化评价值,利用线性加权法计算出每一级指标的得分, 然后再利用线性加权法将一级指标得分与一级指标权重相乘计算得到总得分,最后再根据这些得分进行评价。本论文积极探索我省生态产业规划评价的基本理论和方法,为传统产业朝着生态化方向改造和发展,为政府鼓励建立环境友好型企业和进行企业之间的副产品和废物交换为主的广泛合作提供技术支持,进而促进我省经济的发展,推动我省的生态产业建设和循环经济发展的步伐。关键词生态省;生态产业;评价指标体系 Abstract Abstract The ecological province construction ofHeilongjiang province hasverysignificantimpact on thenationalandinternationalecological theconstruction ofecological industryandimproving economic development are theguarantees fortheperfect functionof Heilongjiang ecologicalprovince.
