摘要
从古至今,粮食问题都是关系人类生存和发展的根本性问题,随着科学技术的
进步和经济的发展,人类从饥不择食到基本解决温饱问题再到小康社会,这已经迈
出了很大一步,但是受到自然条件、耕地资源的限制,粮食问题仍然不容乐观。事
实上,任何一个国家,不论粮食过剩还是粮食短缺,都不同程度的面临着粮食安全
问题。为了维护国家粮食安全,各国政府都采取了不同形式的粮食补贴政策,但是
高额补贴的背后隐藏着很多深层次性的问题。近年来,我国逐渐加大粮食补贴力度,
如何避免出现高补贴、低效率的尴尬局面,采取什么样的补贴方式才能有效确保粮
食安全?是我们急需要解决的问题。本文试图从我国粮食补贴政策的历史沿革出
发,研究实施每项粮食补贴政策取得成就,以朔州市为例,剖析为什么政府粮食补
贴资金逐年增加,而农民种粮积极性却没有相应提高,抛荒现象越来越普遍,外出
务工的农民越来越多?粮食补贴政策存在的问题是什么?如何有效的解决这些问
题?笔者在阅读大量文献的基础上,结合我国的实际情况,提出了两个补贴方案和
五个建议,希望为解决这些问题提供借鉴。本文按照提出问题解决问题的思路,系
统地分析了在粮食供求关系不同的情况下,应采取不同的粮食补贴措施,当粮食供
过于求时,实行休耕政策,让部分土地退出生产领域、补贴休耕的农业生产者;当
粮食供不应求时,政府应放开粮食价格、补贴部分城镇消费者。

Abstract
From ancient times till now, the grain question all is fundamental question which
relates the human survival and the development, along with the science and technology
progress and the economical development, the humanity from eats what is offered to the
well-off society , basicly solute food and shelter problem, this already stepped out a big
step, but because of the natural condition and the limited land resources, the grain
question is still fact, no matter the grain is surplus or short, any country is
facing the food security question in varying degree. In order to maintain the country food
security, governments have taken different forms of food subsidies, but the high quota
subsidy behind is hiding very many deep layered questions. In recent years, our country
has increased food subsidies dynamics, how to avoid high subsidie
