文档介绍：西安建筑科技大学硕士学位论文西安大都市县(区)工业园发展绩效评价及规划模式探讨专业:建筑与土木工程研究生:王振坡指导教师:张沛教授摘要 2008年,陕西省十一届人大一次会议宣读的《政府工作报告》提出了大力发展“一村一品”、“一县一业”。经过多年的发展,陕西省的县域工业园区已取得了长足的进步,有力的推动了地方经济的发展,但是在实际过程中也产生了许多陕西特色的发展问题。西安大都市是陕西省承接中东部产业转移和产业转型发展得前沿地区,其发展水平在陕西省具有一定的典型性,因此对其发展情况进行客观的评估,并探求现状发展的主要问题,进而结合西安大都市建设的时代背景之下, 从规划的角度上寻求解决之道,具有较大的实践意义。文章对绩效评价以及工业园区发展的模式进行了理论研究。通过辨析工业园发展绩效与工业园区发展的关系,析出绩效评价的影响因子,进而筛选出能客观反映工业园区发展绩效的评价因子,在此基础上架构一套能较全面反映工业园区发展情况的指标体系。应用架构的指标体系,对西安大都市地区的工业园区进行绩效评价,结合实地调研,从土地获取、发展阶段、产业定位、园区建设、园区管理5个方面分析了工业园区现状发展存在的主要问题。通过对西安大都市区未来的城市空间和产业发展趋势的研究,发现现状问题对未来大都市建设具有一定的逆向作用。结合国内外大都市工业园区的发展,得出在大都市形成阶段的西安大都市区提供启示。以此为基础,提出基于土地开发、产业选择、园区基础设施建设以及园区的制度环境建设的策略。并结合现状工业园区的发展实际情况,探讨性的提出建设基于城市旧有工业园改造的生产服务型工业园,基于近郊教育科研服务的都市工业园,基于城市外围区域生产链构建的配套产业园,基于特质文化富集的远郊区县特色工业园,基于区域整合发展的合作工业园5种西安大都市建设背景下的县(区)工业园模式。西安建筑科技大学硕士学位论文关键词:西安大都市县(区)工业园区、发展绩效、规划模式西安建筑科技大学硕士学位论文 The evaluation of the construction performance and the study of planning mode of the country (district)industrial park in Xi'an metropolitanarea Specialty : Architecture and Civil Engineering Applicant: Wang Zhenpo Tutor: Professor Zhang Pei Abstract In 2008, the "Report on the work of Government " proposed on the eleven session of National People's Congress meeting of Shaanxi province put forward vigorously developing "one village one product", "one industry in one county".
