文档介绍：摘要摘要俄罗斯地广人稀,为实现其社会经济正常发展,解决人口危机,俄罗斯逐步引进外来移民,成为世界上外国移民数量最多的国家之一。由于地理位置相邻, 在俄罗斯也形成了一个不小的华人华侨移民群体。在过去20年里俄罗斯不断完善并调整移民政策,但是与其实际需求相比移民政策仍有改进之处。中俄互为最大邻国,政治互信度高,经贸合作紧密,中国的劳动力资源丰富,两国在劳务合作上有广阔的发展空间,研究俄罗斯的移民政策及其对中俄两国关系尤其是经贸的影响有利于双方未来更深入更广泛地合作。本文首先依据移民动力机制和生产要素流动理论,剖析了俄罗斯外国移民现象产生的原因,并分析了外国移民的构成及在俄发展情况,着重介绍了中国移民的发展现状,分析了移民给俄罗斯带来的影响。之后详细阐述了俄罗斯的移民管理和移民政策目标及法规,梳理了移民政策的演变并对其进行了评价。最后探讨了俄罗斯移民政策可能对两国双边关系、贸易及劳务合作等产生的影响,并指出俄罗斯将来的移民政策更重视懂俄语、高素质人才,并取消劳动力配额限制,指出中国应从提高经济合作质量、加强文化交流合作和加大政府监管及支持等方面应对这一挑战。岩糊:俄罗斯;中国;移民;移民政策;影响黑龙江大学硕士学位论文 Abstract Russia is a vast but sparsely polbulated country and for itssocio-economic development and population crisisresolving Russia hasgradually introduce immigrants to enter thecountry with one of theworld’Slargest number offoreign huge overseas Chinese immigrants group was formed inRussia due toChina geographical thepast 20years and untilnow,Russia hasbeen changing and developing themigration policy,adjusting it toSino·Russian neighborhood, highpolitical mutual trust,essful economic andtradecooperation,China’S abundant labor resources,the two countries have a broad space for development of labor Russia immigration policy and itsimpact on Sino—Russian bilateralrelations,especially economic and trade relation,is good fortwo countries deepercooperation developing andunderstanding.
