摘要

作为国际资本流动的主要方式,外商直接投资对东道国经济增长的作用研究已成
为国内外学者研究的焦点问题。随着我国改革开放程度的不断深入,外商直接投资已
进入我国经济的大部分领域,在各个环节、各个方面影响着我国经济的发展。1985
年以来,河北省利用外商直接投资的规模逐渐扩大,对推动经济和社会发展做出了积
极的贡献,在利用外资过程中获取了许多成功的经验,但是在引进和利用外资的实际
过程中还存在着许多问题,可能对经济增长产生正、负两方面的影响。因此,有必要
对河北省利用外商直接投资对经济增长作用的机制、效果以及影响其效果的因素作系
深入的分析研究,找出需要解决的关键问题,从而提出有效地建议。
本文采用理论分析与实证检验相结合的方法,在描述河北省外商直接投资基本状
况的基础上,理论上分析了外商商直接投资对河北省经济增长的作用机制,并运用计
量分析软件 ,采用协整分析方法对各组经济变量的时间序列进行实证检
验,从资本形成效应、劳动力就业效应、技术溢出效应和和外贸效应四个方面说明外
商直接投资对经济增长的作用机制。实证结果表明:外商直接投资能够促进经济增长,
但作用小于国内投资,而且,外商直接投资对国内投资存在挤出效应,资本形成效应
不理想;外商直接投资的技术溢出效应也没有得到充分发挥,而外商直接投资对劳动
力就业和对外贸易都有显著地正效应。在此基础上,提出相应的政策建议,以期更好
的发挥外商直接投资对河北省经济增长的促进作用。

A Study on the Effect of Foreign Direct Investment on the
Economic Growth of Hebei Province

Abstract
As the main pattern of international capital inflow, the effect of FDI on host country’s
economy has e the focus problem of scholars both at home and abroad .With China’s
reform and openness degree deepening, Foreign direct investment has entered our
economic most fields and affected the development of national economy in all respects.
Since 1985, the scale of foreign direct investment in Hebei province has been expanding
gradually, which has made positive contribution to promote economic and social
development. In the practice of using foreign capital ,Hebei province has accumulated a lot
of essful experience ,while there are still lots of problems in the process of importing
and using foreign capital and FDI may also have indeterminate effect in economic growth.
Therefore ,it is necessary to analysis the mechanism and function of FDI on Hebei
province economic growth systematically, and find out the key probl
