摘 要
农业是山西省经济体系中非常重要的部分，由于适宜的地理环境和气候条件，山西省非常适合发展农业经济。但由于种种原因，山西省农业的发展状况不尽如人意，农民增收阻力重重。如何改变当地农业的现状，走出一条有特色的农业发展之路，对于增加农民收入，转变农业增长方式，促进传统农业向现代农业的转型有着重要的意义。随着国家对农业财政投入力度的不断加大，农业财政项目越来越多，如何从预算管理的角度评价这些项目的绩效，建立一套科学、完整的农业财政项目绩效评价体系，具有重要的现实意义。
本文主要分析了山西省农业发展现状，从农业资源，特点，山西省相关政策，几大农业版块等方面，较为全面的认识了山西省综合农业状况，并结合经济绩效评价体系，寻找一种能够更合理的评价山西省农业经济的方式，以便探究当前条件下的问题和不足，并有针对性的，从多个角度提出合理化建议，以期更够更有效地推动山西省农业的前进。

Abstract
Agriculture is a very important part of the economic system in Shanxi province. Due to the suitable geographical environment and climatic conditions, Shanxi province is very suitable for the development of agricultural economy. However, due to various reasons, the development of agriculture in Shanxi province is not satisfactory, the farmers increase the resistance. How to change the status quo of local agriculture, out of a distinctive path of agricultural development, to increase the income of farmers, agricultural growth pattern, has important significance to promote the transformation of traditional agriculture to modern agriculture. With the increasing of agricultural investment, agricultural finance projects more and more, how to evaluate the performance of these projects from the budget management perspective, to establish a scientific and complete agricultural finance project performance evaluation system has important practical significance.
This paper mainly analyzes the current situation of agricultural development in Shanxi Province, from the characteristics of agricultural resources in Shanxi Province, the relevant policies, several major agricultural sector and other aspects, more comprehensive understanding of Shanxi provincial comprehensive agricultural situation, combined with the economic performance evaluation system, the search for a more reasonable evaluation of agricultural economy in Shanxi, in order to explore the current conditions, problems and shortcomings, and then, put forward reasonable suggestion
