研究生作为国家未来科研力量的骨干,肩负着国家现代化建设的重任。对研究生进
行科研诚信教育,规范研究生的学术行为,不仅有助于研究生养成独立思考和勇于创新
的精神,而且有助于高校等学术机构营造健康的学术氛围。因此有必要对研究生的科研
诚信教育进行研究。作为世界上高等教育最发达的国家之一,美国在研究生科研诚信方
面有比较成熟教育体系。2004 年,美国科研诚信办公室和美国研究生院委员会联合实施
研究生“负责任研究行为教育计划”,该计划提高了美国研究生负责任研究行为的意识,
使得负责任研究行为教育内容在研究生中得以普及。本论文考察了研究生“负责任研究
行为教育计划”的实施背景、内容和实施、改进以及延伸,以期对我国研究生科研诚信
教育体系建设有所借鉴。
首先,从美国防范科研不端行为方法的转变、美国大学早期负责任研究行为教育的
探索和美国研究生“负责任研究行为教育计划”的提出三个方面,阐释美国研究生“负
责任研究行为教育计划”的背景。
其次,介绍美国研究生“负责任研究行为教育计划”的内容和实施。主要从计划目
标、组织机构、参与院校、教育内容以及教育方式五个方面入手,并选取杜克大学作为
实例,分析杜克大学实施研究生“负责任研究行为教育计划”的情况。
再次,总结美国研究生“负责任研究行为教育计划”的改进和延伸。主要阐述该计
划的六个改进措施以及该计划后美国研究生院委员会关于研究生负责任研究行为教育
的其他项目。
最后,在总结美国研究生“负责任研究行为教育计划”的基础上,得到对我国研究
生科研诚信教育的几点启示,即制定研究生科研诚信教育的强制性规定,丰富研究生科
研诚信教育的内容,拓展研究生科研诚信教育的途径,发挥导师在研究生科研诚信教育
中的主导作用。

Graduate students as the backbone of the country's future scientific research shoulder the
important task of national modernization. The research integrity education to graduate
students and regulating graduate students' academic behavior, not only helps graduate
students develop independent thinking and innovative spirit, and helps to create a healthy
