文档介绍：湖南师范大学硕士学位论文巩固和发展新型农村合作医疗制度研究姓名:蔡龙申请学位级别:硕士专业:社会学指导教师:陈成文 20090501 摘要医疗卫生是人们获取健康和保证其生活质量的重要前提,对维护社会安定、促进社会公平正义起着至关重要的作用。巩固和发展新型农村合作医疗制度,促进农村医疗卫生事业发展,保障全体农民享有基本医疗卫生服务,既是建设社会主义新农村的重要目标,又是促进农村全面进步的根本保证。如何巩固和发展新型农村合作医疗制度, 乃是推进农村改革和发展实践中提出的一个亟待解决的重大现实课题,因此,加强对巩固和发展新型农村合作医疗制度研究具有十分重要的现实意义。本研究对我国东、中、西部地区新型农村合作医疗制度的实施模式进行了综合评估,总结了东、中、西部地区全面推进新型农村合作医疗制度的有益探索和成功经验。并在此基础上对现行农村合作医疗制度的现实困境进行了探讨,认为其困境主要表现在新型农村合作医疗制度的制度设计困境和资源配置困境。通过上述分析,本研究有针对性地提出了巩固和发展新型农村合作医疗制度的政策创新方案:一是要完善农村医疗救助制度;二是要健全农村三级医疗卫生服务网络;三是要加强农村医疗卫生人才队伍建设。关键词:新型农村合作医疗制度;模式评估;现实困境;政策创新方案 ABSTRACT Themedical treatment and sanitary istheimportant premise for people’ s health and their living quality. It also plays a Vital role in maintaining social stability and promoting social justice. Cons01idating and developing the new rural cooperatiVe medical treatment system, promoting the medical treatment and sanitary inrural and ensuring that all farmers haVe access to basic medical and health services is not only an important goal for constructing the new socialist countryside, but also a fundamental guarantee for al1一round progress inrural areas. How to conso l idate and deve lopthe new rural cooperat ive medical treatment system i s an important realistic issue which needs to be figured out soon inputting on the rural reform and deve1opment pract ice. Therefore, to strengthen the research on the cons01 idation and development of new rural cooperat ive medical treatment system i sof great practical significance. This study eValuated the models ofthe new rural cooperative medical treatment system in the eastern, central and western of China and,concluded their ess and experience. On the basis of eValuation, this study figured out the practical plights in the practice of the new rural cooperative medical treatment system, these are the difficult ies in the course of designing this system and resource distribution.
